Region 8 is now full steam into its implementation of the modernized
STORET database. (STORET is an EPA sponsored database that allows
Federal, State and Local entities to STOre and RETrieve water quality
data.) The Region would like to automate the flow of data from its Lab
to its local instance of STORET and is looking to fund a contractor
who will construct a software module to facilitate this process. The
selected contractor will first meet in Washington, D.C. with staff from
EPA Headquarters and Region 8 to agree upon the module's functionality.
Potential bidders familiar with STORET can assume this functionality
will focus on chemical characteristics and will include (but might not
be limited to): * Creating Field Trips, Station Visits, Field
Activities, Activity Locations, Results, Result Status, and all Lab
Information presented on screen APL2 (including Lab Remarks). * Links
with existing Projects, Stations, Laboratories, Sample Collection
Procedures, Gear/Equipment Configurations, Sample
Preservation/Transport/Storage Defaults, Personnel, and Characteristic
Groups After functionality is agreed upon by all parties, the
contractor will then use standard Oracle products to create a
documented module that will 1) import data in a standard LIMS format,
2) utilize friendly GUI aids that interface with STORET's tables to
validate the data and attach metadata and 3) directly insert the data
into the STORET's Oracle tables. The contractor will insure that the
module is both stable and independent so that it can be distributed
openly to anyone who's business processes and data management needs fit
within the agreed upon functionality. Awards will be made based on
price and best value. To determine best value, EPA will evaluate the
quotations based on the following criteria: 1) Experience creating
interfaces with and inserting data directly into STORET's Oracle
tables, 2) Experience with water quality data and Laboratory
Information Management Systems, 3) Ability to respond to individual
work requests in a creative and timely manner, and 4) The total job
cost. The respective reasons for these rating criteria are that
STORET's integrity rules are not enforced by its Oracle structure, this
module must mimic the way water quality professional do business, the
contractor's own solutions will be highly valued on this project and
cost value is always important. It is anticipated that this work will
be funded over the course of two fiscal years with funding for the
second year not being guaranteed. The contractor will be reimbursed for
travel at the Federal Government rates. Please submit a brief proposal
that includes: 1. A concise description of your experience with the
modernized STORET. 2. A general work plan. 3. An hourly cost proposal
with a projected number of hours. 4. Three professional references.
