International Development (USAID) Mission to Guatemala/Central American
Programs (G-CAP) proposes to modify existing contract
596-0180-C-00-6062-00 with International Resources Group (IRG), under
the Regional Environmental Program for Central America (PROARCA). The
purpose of the modification is to allow the contractor, IRG, to
consolidate achievements under the Central American Protected Areas
System (CAPAS) over a one-year period before USAID/G-CAP initiate the
new regional environmental strategy. IRG has contributed greatly to
biodiversity conservation in Central America. Achievements include
improved protected area management systems, increased market access for
environmentally friendly products, increased capacity in a variety of
conservation related themes, enhanced regulatory framework and capacity
for the implementation of international agreements (CITES), and
increase the capacity of Central American NGOs to implement activities.
USAID/G-CAP wants to continue the momentum of its conservation activity
and consolidate the achievements under the IRG contract, while it
designs and sets in place the mechanisms for the implementation of the
new regional environmental strategy. The contract modification shall
not entail a significant change of the results under IRG's current
performance-based contract, nor major modifications of its technical
team. The annual targets and areas of focus will be adjusted to fit a
reduced funding level. The contract was awarded on July 11, 1996
utilizing full and open competition, and currently ends on September
30, 2000. This modification would extend the contract period to
September 30, 2001. This modification to contract 596-0180-C-00-6062-00
is being proposed under the authority of AIDAR 706.302-70(5) for the
continued provision of highly specialized services when an award to
another resource would result in substantial additional costs and
unacceptable delays. Interested persons may identify their interest and
capability to respond to thisrequirement, preferably within 15 days of
this notice. However, this notice of intent is not a request for
competitive proposals. A determination by the Government not to compete
this proposed action is solely within the discretion of the Government.
This is a sole source requirement and we will proceed with the award on
