The Walla Walla District proposes to award a Cost Plus Award Fee Contract to provide the maintenance, repair, minor construction, renovation and operation of Eastern Operating Projects' Natural Resource facilities, including but not limited to: mini-camps, campgrounds, picnic areas, paved recreation trails, hiking trails, boat launching ramps, boat docks, visitor centers, office building, and other project resources. The proposed contract will include janitorial services in Dworshak, Lower Granite and Little Goose powerhouses. It also includes spider spraying at Lower Granite and Little Goose powerhouses, fish facilities and associated buildings and facilities. Janitorial and spider spraying are the only work items that will occur inside the powerhouses by the Contractor. The proposed contract will include work currently being performed by government employees and contractor personnel. The contractor will be expected to provide all planning, programming, administration, management, supervision, maintenance of accurate and complete records and files, quality control inspection, personnel, materials, supplies, parts, tools, equipment and vehicles, except selected government furnished materials. Each proposal will be evaluated in accordance with FAR Part 15. The areas to be evaluated will be Technical Area, i.e. understanding and compliance with the requirement and soundness of approach. Management Area, i.e. Program Management Controls, Past Performance and Key Personnel. Cost/Price, including evidence of an adequate accounting system to monitor and control costs under the proposed contract. The standard industrial classification code (SIC) is 8744. The Small Business Size Standard are average annual receipts for the previous three fiscal years must not exceed $20.M. This project is 100% set-aside for small business.
