synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. The announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18. This acquisition is being set-aside for small business
under SIC 7375. STATEMENT OF WORK FOR SERVICE IN SUPPORT OF THE
MISSOURI AVIATION CLASSIFICATION & REPAIR ACTIVITY DEPOT (MO-AVCRAD) 1.
OBJECTIVE: Provide technical assistance in implementation of
productivity enhancements for The Missouri Aviation Classification and
Repair Activity Depot (MO-AVCRAD materiel returns managers the
information and processes to collect real-time data and perform basic
automated analysis, credit tracking, MRP credit recovery, and problem
resolution. 2. SCOPE: a. The contractor, as an independent contractor
and not as an agent of the Government, shall furnish the personnel and
equipment necessary to perform technical and logistical service to the
MO-AVCRAD in support of their aviation Materiel Return Productivity
Enhancement Program (MRP) and cost reduction. b. The contractor will
provide one year of technical and logistical service to ensure that the
MO-AVCRAD Aviation productivity enhancement, cost reduction and MRP
credit recovery, and problem resolution goals are met. The contractor
will accomplish this by providing a senior Logistician and assistant,
both with extensive materiel return program experience, who will be
available five days per week, excluding Federal Holidays and (weekends
by appointment) during normal business hours (8:00am 5:00pm Central
Time Zone), to process and track the MO-AVCRAD aviation materiel
returns from initial input to credit receipts. c. The contractor will
also monitor all the MO-AVCRAD aviation Material Returns documents
processed (from initial imput to final resolution) for one year from
date of contract award to ensure that all materiel return program
required actions are completed in a timely manner. MO-AVCRAD shall
provide a list of all MRP document numbers to the contractor via e-mail
on a monthly basis. The contractor will identify all unit, ICP and
depot processing errors on MRP and QDR actions, prepare challenges and
coordinate corrective actions to insure all appropriate credits are
received. The contractor will coordinate all materiel return program
actions through MO-AVCRAD designated Aviation Materiel Return Program
managers. d. The contractor will review all MO-AVCRAD MRP documents
input during the 210 days preceding contract award. These historical
documents will be reviewed for recovery of lost credits where the lost
credits can be recovered. 3. SECURITY: The contractor shall provide
security to the level necessary to meet the requirements of this
contract. However, at this time, no there is no requirement for access
to classified materials, or generation of classified materials, is
contemplated. The Contractor personnel working on this contract are not
required to have a security clearance. Contractor personnel are
required to practice standard Operations Security (OPSEC) policies and
procedures. 4. DELIVERABLES: a. The contractor will provide proof of
past performance of the service outlined in the scope of work. The
contractor may provide three references to include Name of company or
agency, Point of Contact, telephone number as proof of past
performance. b. The contractor shall summarize the performance of all
contract efforts in a monthly Performance Report. c. The contractor
will provide justifications and documentation for those lost MRP
credits for which credit challenges are necessary to effect credit
recovery. 5. PERIOD OF PEFORMANCE: The period of performance will be
one base year from the date of contract award, plus three option years.
