jbell@usaid.gov. Under a full and open competitive process,
USAID/Jordan award a contract to Chemonics International on January,
1998 to assist the Mission achieve its required results and targets for
the Access to Microfinance and Implementation of Policy Reform (AMIR)
Program. The current contract is value at $46,139,451 and the period of
performance extends until January 31, 2002, To date, the activities
under the subject contract have contributed significantly to the
Missions results and targets. As a result of the recent approval by
USAID/Washington, the Mission's Strategic Objective under which this
contract is funded has been extended to 2004. The Mission has
determined that the continuation of the AMIR activities would be most
beneficial to Jordan and the Mission's goals under the Strategic
Objective. However, with the relatively short timeframe provided in
Jordan's extended strategy, the Mission believes that a full and open
competition would be prohibitively expensive, given the costs for the
re-patriation ofa significant number of expatriate staff, severance
costs to local staff members and other ancillary costs associated with
a contract close-out, for the approximately 2 year extension of
specialized services. Thus, under the authority of AIDAR 706.302-70,
the Mission is proposing to amend the existing contract with Chemonics
International without further competition for the extended period in
an amount not expected to exceed $23,500,000!! Posted 07/25/00
