R -- NEPA & RELATED CONSULTING SERVICES SOL RFQ-2000-026 POC Albert Chan, Contracting Officer, (415) 561-5428 The Presidio Trust, a Federal government corporation ("Trust"), is soliciting Statements of Qualifications from qualified firms or teams to provide consulting services to assist the Trust in implementing the procedural provisions of the National Environmental Policy Act of 1969, as amended ("NEPA") in Area B of the Presidio of San Francisco ("Presidio"). The Presidio is a National Park and National Historic Landmark. Scope of services may include but is not limited to: (a) Preparing categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS) and supporting documentation in accordance with applicable regulations adopted by the Council of Environmental Quality and the Trust; (b) Acquiring information and preparing appropriate reports on resource-specific environmental matters; (c) Representing the Trust and coordinating with other government agencies; (d) Advising the Trust of technical and management requirements of environmental analysis; (e) Carrying out and monitoring mitigation measures proposed by the Trust to avoid or minimize environmental harm. Other specialized services pertaining to NEPA may include: (a) Performing related surveys and studies required by the Fish and Wildlife Coordination Act, the National Historic Preservation Act of 1966, the Endangered Species Act of 1973, the Clean Air Act of 1970, and other environmental review laws and Executive Orders; (b) Obtaining Federal environmental permits, approvals, and other entitlements to implement Trust proposals. Trust proposals addressed in this scope typically include residential, commercial, recreation, administrative, maintenance and special purpose facilities such as utilities, telecommunications, and transportation. Responding firms should demonstrate capability in the following disciplines: general biology, geology and soils, hydrology, cultural resources, economics, environmental resource planning, land use, air quality, noise, transportation planning, and visual resources and simulations. Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: (1) Specialized and recent experience and technical expertise of the firm (including subs) in the preparation of EAs, EISs and supporting documents under NEPA for similar projects; (2) Professional qualifications of the principals and key staff proposed; (3) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (4) Demonstrated knowledge of the locality of the projects; and (5) Proximity of company offices assigned to this project to the Presidio of San Francisco/San Francisco Bay Area. The Trust anticipates awarding one or more contracts with base term plus option years. Scope will be defined, authorized and funded by project-specific contract task orders. Contract(s) with a large business will include a Subcontracting Program requirement with subcontracting goals for participation of small businesses, small disadvantaged businesses and women-owned small businesses.
