This amendment revised certain sections of the scope of work and also extends the date by which bidders must respond. The use of alternatives to burning on agricultural lands when feasible may result in fewer atmospheric emissions. Components include developing criteria for the use of non-burning alternatives to fire, identification of barriers to the use of non-burning alternatives, development of accountability mechanisms for the use of alternative practices, and development of implementation plans for recommendations. In this RFP the Contractor is expected to identify crops and non-burning alternatives, establish criteria for the use of reasonable non-burning alternatives, develop accountability mechanisms for the use of alternatives, identify non-statutory administrative barriers to the use of non-burning alternatives to fire on agricultural land, and the development of an implementation plan for recommendations regarding the use of non-burning alternatives.
