Secretary for Planning and Evaluation of the Department of Health and
Human Services intends to negotiate on a sole source basis with Dr.
Christopher Shute of the Mayo Clinic under the authority of FAR
6.302-1. The purpose of this procurement is to assess the utility of
select clinical terminologies and code sets for infectious disease
surveillance purposes. The contract will seek to identify the data
requirements of illustrative disease surveillance systems, assess the
applicability of SNOMED, LOINC, and ICD-9-CM to those requirements, and
convene a workshop to discuss study findings. Sole source selection is
based on Dr. Shute's unique expertise in medical informatics and
disease surveillance. The period of performance will be nine months.
Any organization capable of performing similar services should submit
a statement of capabilities with documentation supporting its ability
to meet the Government's requirements as described above. No
