The US Army Materiel Command Acquisition Center, White Sands Division intends to award a sole-source contract to Nobility Environmental Software Systems, Inc., for non-personal services to customize a Nobility EM mitigations database software package for White Sands Missile Range. The Environmental Directorate at White Sands Missile Range, requires a knowledge-based system to use for its NEPA review process. The Environmental Directorate has purchased off-the-shelf software from Nobility under a separate contract document. Nobility has been to White Sands several times, and has customized the software to fit the needs of the Environmental Directorate. This customization is a regular service available to all Nobility customers. Therefore, the total investment in the Nobility knowledge-based system is significant in money and time. No other vendor provides the same off-the-shelf software, in either the US or Canada. Nobility has proprietary rights to this software.
