to identify qualified vendors capable of providing Program Management,
Systems Engineering, Software Development, Software Support, Software
Support/Engineering Environment Development and Transition to the
Government, Logistical Training and Technical Manual Support, Software
Fielding/Field Support, and Testing Support. These support elements
are required for the following system: Army Key Management System
(AKMS)/Automated Communications Engineering Software (ACES). This
procurement is for a base year and four one-year options to provide
system/software support to assist the Project Manager, Warfighter
Information Network-Terrestrial (WIN-T), Fort Monmouth, NJ in
fulfilling its mission functions to provide system support, development
and sustainment of software associated with the AKMS/ACES and other
service key management systems. The software sustainment effort will
consist of maintenance of previously developed software and possible
enhancements. The offeror must be proficient in artificial
intelligence/expert systems, Windows NT, C++, Electronic Key Management
Systems Standards, and Oracle Database Management Systems. Potential
sources must have a secret facility clearance with the capability for
open storage of classified material. Logistics efforts include the
preparation of AKMS/ACES training courses, conduct of training,
preparation of technical manuals and fielding of systems to Army
activities. This announcement is an expression of interest only and
does not commit the government to pay for proposal preparation cost. A

announcements that may be published in the Commerce Business Daily.
Responses to this announcement should contain a Title Page and
Synopsis. The title page should contain the vendor name, date, and the
name and telephone number of the author and/or other points of
contact. The synopsis should provide evidence of vendor experience and
briefly summarize the capabilities of the vendor to support the system
cited above. The synopsis should also reflect the vendor's previous
demonstrated performance in managing and supporting similar systems
comparable in size and complexity. If the vendor has obtained Software
Engineering Institute (SEI) Capability Maturity Model (CMM)
compliance, the synopsis should also indicate the CMM level for which
the vendors business unit that would provide this support has obtained
compliance and the year compliance was obtained. Vendors must provide
