R -- SOLE SOURCE SERVICES FROM THE UNIVERSITY OF MARYLAND POC Beth E. Brooks, 301-457-4421 R -- The Bureau of Census (BOC) intends to procure on a sole source basis from the University of Maryland, Human-Computer Interaction Laboratory on a sole source basis under authority of FAR 6.302-1. No solicitation will be issued. It is anticipated that award of this requirement shall be on or about October 1, 2000. Services include designing, conducting, and reporting original research on topics relevant to Census Bureau interface applications. Research will address menus and navigation through questionnaire interfaces and on-line databases. Research will also address data visualizations for search and retrieval from large databases of Census Bureau data. Services are currently being performed by the University of Maryland using an existing contract vehicle. Under this contract vehicle, the University of Maryland has gained unique and extensive knowledge on the various Census programs. Because the contract requires in-depth knowledge of the BOC and their current operations, award through competition would require substantial duplication of cost that the Government would not recover through competition and would create unacceptable delays in fulfilling the BOC's mission requirements. To meet timeframes, milestones, and schedules; the University of Maryland has established relationships with subcontractors that can perform the required services. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information which demonstrates their ability to meet the BOC's needs. Detailed capabilities must be submitted to the above address (Attn: Beth E. Brooks). All information shall be furnished at no cost or obligation to the Government. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government.
