Ground (USAYPG), Yuma, Arizona anticipates placing a five-year Basic
Ordering Agreement (BOA) for resident on-site Advanced Technology
Augmentation Group (ATAG) to provide technological transition of
hardware and software systems developed by JSQLLC to the Government.
The proposed Contractor is J-Squared LLC (JSQLLC), 1110C Elkton Drive,
Colorado Springs, Colorado 80907. FSC R415 -- Technology Sharing/SIC
8999 -- $5 Mill or less. This acquisition is based on receipt of an
unsolicited proposal. Systems to be supported and transitioned contain
data proprietary to JSQLLC and they are the only source known which
posses the knowledge, expertise and personnel to provide these
services. Scope of work will cover providing support and transition
implementation for: (1) Quantitative Visualization (QV), Geographic
Test Information System (GTIS); (2) Gun-Pointing Vector Instrumentation
Systems (GPVIS) in conjunction with QV as a test to analyze real-time
metric data collectionsystem; (3) High Speed 3-D Measurement and
Modeling System; (4) Air-To-Air Vector Scoring System (AVS); (5)
Airborne Parachute Extraction (APE) and deployment monitoring and
evaluation system; (6) Validation and transition of survey/positioning
data for ensuring metrically correct GIS layering; (7) Studies to
improve and/or update methodology/instrumentation in technical test
support in optics and electronics; (8) Developing technical data
packages; and (9) Providing transition training to Government and
Contractor employees for operation and theory on the use of the newly
development systems and associated software. USAYPG does not intend to
issue a written solicitation. Sources interested in this requirement

development knowledge of the systems and software systems listed above,
