synopsis/solicitation prepared in accordance with the format in the
Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The request for quotation
number is 40-QANW-0-A0106 and incorporates provisions and claused in
effect through Federal Acquisition Circular 97-18. The contract will be
a firm-fixed price purchase order based on a per day rate. The job is
estimated to take 7 days. The National Data Buoy Center, Stennis Space
Center (SSC), Mississippi intends to contract for buoy transportation,
buoy deployment and retrieval as follows: PURPOSE: Provide marine
service to tow a large navigational buoy (LNB06) from Stennis Space
Center, MS (Lat 30 degrees 21 minutes North, Longitude 89 degrees 37
minutes West) to a site 300-miles south of Fort Walton Beach, Florida
(Latitude 26 degrees 00 minutes 40 seconds North, Longitude 87 degrees
45 minutes 24 seconds West). The buoy will be swapped with buoy LNB11
which is presently moored at that site. Buoy LNB11 will then be towed
back to Stennis Space Center, MS. Deployment is tentatively scheduled
to commence on September 11, 2000 and will conclude with the return to
Stennis Space Center. The vessel will load at the SSC dock, and tow the
buoy down the East Pearl River, through the Rigoletes, to the
deployment site. The vessel will swap the buoys and remain on site for
testing (estimated at 1 day), and will then tow buoy LNB11 from that
site back to the SSC to unload. The following are the minimum
requirements for the vessel: Must meet all United States Coast Guard
requirements for 300 nautical miles plus offshore certification.
Electrical power-120/208 VAC. On-board equipment for welding acetylene
cutting, and all other support operations. Precision positioning
capabilities to within 100 meters. Capability for towing a 12-meter
discus buoy weighing approximately 100 tons with a draft of
approximately 4 feet at a minimum speed of 5 knots in a Sea State 2.
Capable of transporting a deep-water mooring consisting of an anchor
(6,000 lbs.); 630 feet of 1 1/2" chain (13,500 lbs.); 14,000 feet of 2
1/4" rope (10,500 lbs.). The rope is housed in three 8'x8'x6' high
crates. Lifting capabilities from the aft deck to retrieve and safely
secure a portion of the existing mooring (approximately 10,000 lbs.) to
accommodate buoy swapping operations. A length of 1 1/2" bull chain
must be secured across the aft deck to facilitate these operations.
Additional crane/pivoting work davit capable of safely reaching 16 feet
and lifting 1,500 pounds. Minimum of 1,500 square foot clear deck
working area with a minimum deck load capacity of 30,000 lbs. Must have
sufficient pad-eyes or hold-downs on the deck or ability to install
sufficient hold-down points, to accommodate equipment for transit and
to conduct operations. Capable of work deck operations in Sea State 4.
Comfortable, air-conditioned quarters and mess facilities for as many
as five (5) NDBC personnel for the duration of the trip. Small boat
for transit to and from 12-meter buoy in Sea State 2 with carrying
capacity of 3 persons. Ability to transit the East Pearl River and the
SSC canal -- controlled depth of 7 feet. A site survey of the vessel
is required prior to any contractual agreement. These are maximum sea
states in which the vessel would be expected to deploy. The decision
whether to go or no-go when considering weather conditions will be made
by mutual agreement between the NDBC representative and the boat
Captain, with the Captain having the final authority to postpone or
cancel a mission. Due consideration will be given to the safety of the
vessel and personnel aboard at all times. A no-go decision because of
weather will not be considered a cancellation. CLAUSES: The following
