Breakwater Rehabilitation, Sag Harbor, New York. The work described in
these specifications is the rehabilitation of the breakwater of the
Federal Navigation Project at Sag Harobr. Due to the limited small
access roads to the project area and the need to go through a downtown
area, the Contractor will be required to deliver all stone to the work
area by barge. Due to the heavy recreation and tourist use of this area
during summer months the contractor shall complete mobilization of all
equipment prior to the Memorial Day weekend or after Labor Day
weekend. The contractor shall closely coordinate and schedule the
loading and barging of any unsuitable stone removed from the existing
jettyand placed in the Artificial Reefs at Shinnecock and Moriches
Inlets with the NY State Department of Environmental Conservation as
required by the Water Quality Certification. The contractor should note
that there are severe restrictions on upland space for work areas and
storage areas within specifications, which allow for minimal impact on
the Village of Sag Harbor. These severe restrictions will require the
contractor to perform most of the work from floating equipment. Due to
above restricted access to the site during the above described time
periods, the Notice to Proceed for the contract will be issued in
September 2000, to allow the contractor adequate time to mobilize to
the work site, prepare the work site, construct unloading facilities
and commence stone delivery after the peak usage period of Memorial Day
to Labor Day. The estimated cost range for this project is
$1,000,000.00 to $5,000,000.00. Completion time is 3 years from the
receipt of Notice to Proceed. The SIC CODE for this project is 1629.
Solicitation documents will be available on or about 09 August 2000.
Bid opening date will be 30 calendar days following solicitation
available date or 08 September 2000 at 11:00 A.M. Bid opening will be
held in room 1841. Plans and Specifications are $50.00 per set. To

documents should do so in writing stating the solicitation no.,

number and facsimile no. NOTE: This project is UNRESTRICTED and open to
all prospective bidders. The solicitation documents may be examined at

163 Stuyvesant Avenue, Lyndhurst, New Jersey. A small business
subcontracting plan is required for all large firms. The subcontracting
plan must be in conformance with all aspects of FAR Subpart 19.7. This
includes evaluation of an offeror's past performance with respect to
its allotment of work to Small, Small Disadvantaged and Woman-Owned
Small Business concerns. A contract will not be awarded unless and
until the Contracting Officer has determined (withadvice from SBA) that
it's subcontracting plan provides maximum practicable opportunities for
Small, Small Disadvantaged and Woman-Owned Small Business concerns to
participate in contract performance. In determining the acceptability
of a proposed subcontracting plan the Contracting Officer will evaluate
all relevant factors inclusive of subcontracts for the same or similar
products or services to Small, Small Disadvantaged and Woman-Owned
Small Businesses. The Corps of Engineers is responsible for effectively
implementing the small business programs within its activities
including achieving program goals and to ensure contracting and
technical personnel maintain knowledge of small, small disadvantaged,
and woman-owned small business program requirements. In line with the
emphasis on this program, the COrps of Engineers, New York District is
particularly desirous of increasing subcontracting opportunities for
Small business concerns, Small Disadvantaged business concerns and
woman-owned small business concerns. You, as a prime contractor, are
required to participate in this program by solicitating subcontractor
bids from such firms. We urge you to take action to locate competent
small, small disadvantaged and woman-owned small business concerns for
your subcontracting opportunities in preparing your bid. Submission of
an unfavorable plan may result in denial of award. You can facilitate
