36 -- MONOFILAMENT SPIN LINE AND HIGH PRESSURE PISTON DRIVEN EXTRUDER SOL DAAD16-00-T-0116 DUE 081000 POC Point of Contact -- Mitchell L. The U.S. Army Materiel Command Acquisition Center, Natick Contracting Division intends to negotiate with DACA Instruments, 6483 Calle Real, Suite H, Goleta, CA 93117-1541 on an other than full and open competitive basis (FAR 6.302) to acquire a small laboratory scale Monofilament Spin Line with associated equipment to include the purchase of a high-pressure computer controlled piston driven extruder. In addition to controlling the other units in the Spin Line, the extruder will be capable of processing molten polymer for melt spinning and polymer solutions for wet spinning. DACA's Spin Line is the only integrated system the Government is aware of that is capable of processing both molten polymer for melt spinning as well as polymer solutions for wet spinning. Specifically, the Government will acquire one (1) High Pressure Piston Extruder, Manufacturer Part #40000, two (2) Godet Rolls, Manufacturer # 31000; one (1) Heater Module, Manufacturer # 32000, and one (1) Winder, Manufacturer #33000. The supplies shall be delivered five months after award of a firm-fixed-price purchase order. All deliveries shall be F.O.B. Destination to the U.S. Army Soldier Systems Center, Natick, MA. These items are to be acquired as commercial items (FAR Part 12). The Government believes that this contractor is the only source able to provide the required supplies in the required time frame. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice represents the only officialnotice.
