survey to identify potential sources to provide an Advanced Extremely
High Frequency (AEHF) System Enhancement to the Block I Single Channel
Anti-jam Manportable (SCAMP) terminal. The SCAMP is a Low Data Rate
EHF manportable ground terminal that communicates with the Milstar
satellite constellation and other EHF satellites compliant to
MIL-STD-1582D (SECRET NOFORN). The planned AEHF system enhancement will
allow the SCAMP terminal to communicate with the AEHF Pathfinder
satellite and future advanced EHF satellites at increased data rates.
Interested sources should identify how they can develop, produce
modification kits and retrofit existing SCAMP terminals in accordance
with the government's requirements. At the conclusion of the retrofit,
terminals will be required to maintain their existing system warranty.
It is imperative that this effort be immediately procured in order to
accommodate the AEHF Pathfinder schedule. The Government has in its
possession Milstar, AEHF and related specifications that are classified
SECRET NOFORN and will be made available for viewing by authorized DoD
contractors with the required security clearances in accordance with
the Milstar Classification Guide. Rockwell Collins, Cedar Rapids, IA is
the current supplier of the SCAMP. The government does not possess
deliverable data (drawings, BOM, etc.) on the SCAMP and is therefore
unable to provide such data to any offeror. This is not a solicitation,
