Basic Requirement: The U.S. Army Corps of Engineers, Walla Walla District, has a competitive requirement for all labor, material, equipment and plant to manufacture and deliver a set of stator bars, including all non-deteriorating supplies and Resistance Temperature Detectors (RTD's) to make up a complete new spare winding for a generator for McNary Dam, Umatilla County, Oregon. First Optional Work: Requirement is to install the new spare winding in a generator and to install spare generator air coolers, spare thrust bearing oil coolers, and spare turbine shaft sleeve. Government has up to 4.5 years after date of award in which to exercise the option. Second Optional Work: Requirement is to manufacture and deliver another set of stator bars, including all non-deteriorating supplies and RTD's to make up another complete new spare winding for a generator. Government has up to 4.25 years after date of award in which to exercise the option. Third Optional Work: Install the second spare winding in a generator. Also install spare generator air coolers, spare thrust bearing oil coolers, and spare turbine shaft sleeve. Government has up to 4.5 years after date of award in which to exercise the option. Transportation costs F.O.B. destination. Units 1- 12 at McNary Dam were manufactured by General Electric, rotate at 85 rpm, have power factor of 95, and are rated at 73,684 KVA. The units were installed between 1953 and 1956. Offeror's proposals will be evaluated on criteria indicated in the solicitation. A tentative listing of the main factors in descending order of importance (1) technical excellence, (2) past performance and (3) theextent of participation of small disadvantaged business concerns. Price will be evaluated on the basis of best value to the Government. PROCUREMENT UNRESTRICTED. For reporting purposes the size standard for small business concerns under Standard Industrial Classification Code 3511 is the average employment on a full-time, part-time, temporary, or other basis during each of the pay periods of the preceding 12 months, shall not exceed 1000 employees. If a large business is selected for this procurement, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the portion of the work it intends to subcontract. The subcontracting GOALS are: a minimum of 61.4 percent of the Contractor's intended subcontract amount be placed with small businesses (SB), including 9.1 percent with small disadvantaged businesses (SDB). A minimum of 5 percent of the intended subcontract amount shall be placed with woman-owned small businesses (WOSB). Historically Underdeveloped Business Zone (HUBZone) goal is 1%. It has NOT been determined whether bonding will be required. This is not a request for proposals, but notice that our intention is to issue a solicitation for this requirement.
