COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation is issued as Request for Proposal No. RQ2000-029 This
procurement is being issued unrestricted. The Standard Industrial
Classification is 3826 with a size standard of 500 employees. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-18. The National
Institute for Occupational Safety and Health (NIOSH), Morgantown, WV,
requires ONE EACH of a DOP High Flow Filter Efficiency Tester with High
Flow Characteristic (30-300 LPM). SPECIFICATIONS AND REQUIREMENTS for
an automated DOP filter efficiency test system for testing filter
media, respirators, respirator cartridges and high flow filters used on
powered-air-purifying respirator units. The tester employs a forward
light scattering photometer (or equivalent) and can measure upstream
and downstream aerosol concentrations necessary for accurately
determining the filters efficiency (for 95, 99, 100 filter series). All
the requirements set forth in 42 CFR 84, Subpart K pertaining to DOP
filter efficiency determinations must be met. In addition, this
instrument must have enhanced capabilities for monitoring flow rate,
pressure drop and filter penetration. For example, the test flow rate
range of this instrument must be capable of high flow rate filter
efficiency determinations and function accurately up to 300 lpm with an
accuracy of less than 2 percent of the flow reading. The pressure
measurements must be at lease equivalent to existing equipment over the
enhanced flow regime. The instrument MUST be capable of accurately
determining filter efficiencies of greater than 99.97 percent
(instantaneous and with filter loading). The detector system must be
stable for long term use as a function of time. Present instruments can
accurately measure penetration values of plus or minus .005 percent and
this high flow instrument must be at least this accurate. The
Government desires delivery within 90 to 120 days after receipt of
contract. EVALUATION FACTORS: Offers will be evaluated for technical
compliance with the specifications. The overall accuracy of the
instrument will be a vital consideration in the evaluation process. The
Government anticipates one award to the responsive, responsible offeror
whose proposal is considered most advantageous to the Government.
Offerors shall propose based on a delivered price, F.O.B. Destination
(Morgantown, West Virginia) and the requirements at FAR 52.214.21
"Descriptive Literature" apply. Information provided must demonstrate
the unit's ability to meet the stated Technical Criteria
(specification) or your offer may be rejected. The following FAR

Commercial Items, FAR 52.212-3; (4) descriptive literature, tables,
etc. which demonstrate compliance with specifications for evaluation
purposes; and (5) acknowledgment of solicitation amendments, if any.

required information, or reject the terms and conditions of the
solicitation may be excluded from consideration. Award of a firm
