to issue a Request for Quotation (RFQ) for Item 1. 1 ea. Scientific
Grade CCD camera for use in PIV research. Item 2. 1 ea. EPIX PIXCI
D24-Bit Framegrabber for use with Item 1 and Item 3. 1 ea. EPIX XCAP
software pkg. to support the PIXCI-D24 Framegrabber .The above items
shall meet the following specifications: Item 1: Shall contain at least
2048X2048 pixels operating at 8 bits; Pixels shall be square, with at
least a 48 DB signal to noise ratio; Full resolution images shall be
read out at a rate of 15HZ; "Double Exposure" mode of operation shall
be supported; Shall be compatible with the EPIXPIXCI-D24 framegrabber;
Shall have a C-Type lens mount; Shall have no filter mounted over the
sensor; Roper Q-10 cable shall be provided-which is compatible with
both items 1&2; Camera shall weigh less than 5 lbs.; Shall include a
RS-232 serial interface; Camera shall be programmable via ASCII command
over the RS-232 port via strings-enabling setting camera mode of
operation, gain, black level and interface trigger source; Has dual
data readout channels; Shall come with power supply to enable operation
off of 110 vac;, ITEM 2: FRAMEGRABBER -- Shall support the operation of
the Kodak ES 4.0 camera (Item 1) at 8 bit operation; Shall support the
readout of 2048X2048 pixel images at 15 HZ in dual channels; Shall be
a PCI bus card supporting direct DMA frame acquisition into the host
computer memory; Total number of sequential frames acquired shall be
limited by the host computer memory only; Shall operate with the XCAP
software; Shall accept external trigger signals to control image
acquisition; Shall be compatible with the NASA developed software using
the EPIX XCOBJ library;, ITEM: 3 XCAP SOFTWARE -- XCAP software by EPIX
is for use with items 1&2; Shall support all video operations of the
EPIX PIXCI-D24 framegrabber; Shall support the setup and control of the
Kodak ES 4.0 camera via a RS-232 connection line between the camera and
framegrabber which shall include the ability to set the camera in "
double exposure " mode of operation; Shall enable the acquisition of
sequences of image files from the framegrabber and saving to disk in an
auto-numbered scheme; Shall support TIF image file format in saving and
loading of image files; Shall support the export of the video structure
set in XCAP to a C-Structure file which can be read into NASA developed
software using the XCOBJ library. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to
purchase the items from EPIX Incorporated, 381 Lexington Dr.,Buffalo
Grove, IL 60089-0000 under an approved justification citing the
authority of 10 U.S.C. 2304(C)(1). The justification for lack of
competition is that the proprietary government code will only work with
the EPIX PIXCI-D24 framegrabber board and Kodak ES 4.0 camera. The
Kodak ES 4.0 camera is the only camera at this high resolution that
supports the "double-exposure" mode of operation which is paramount to
the successful implementation of the PIV technique. The Government
intends to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on August 2,2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral

responsible sources may submit an offer which shall be considered by
