is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This purchase is being
made using simplified acquisition procedures for commercial items and
is a sole source due to the nature of the requirement. This
announcement constitutes the only solicitation; a written solicitation
will not be issued. The solicitation number is F01600-00-T0888 and is
a request for proposal (RFP). A list of the law publications is
available upon written request to Mary Peters, fax: 334-953-2198 or
email mary.peters@maxwell.af.mil. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18. The standard industrial code is 2731 with
a small business size standard of 500 employees. This requirement
consists of 36 different law publications varying in quantity and
shipped to numerous locations. Titles may not be substituted. A list of
these publications is available upon written request (fax or email). No
telephone requests will be accepted. Delivery is FOB Destination to
numerous locations that will be provided with the purchase order. The
provision at FAR 52.212-1, Instruction to Offerors_Commercial Items,
applies to this acquisition and its addenda. FAR 52.212-2,
Evaluation_Commercial Items, also applies. The following factors shall
be used to evaluate offers: price, delivery and past performance _ in
order of importance. Award will be made to a single source that can
provide all items. Offerors must include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and
Certifications_Commercial Items, with their proposal. The clause at
52.212-4, Contract Terms and Conditions_Commercial Items, and any
addenda also applies to this acquisition. FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Order_Commercial Items, is applicable. The following FAR clauses also
apply: 52.203-6,Restrictions on Subcontractor Sales to the government;
52.222-26, Equal Opportuntiy; 52.222-36, Affirmative Action for
Workers with Disabilities; 52.225-1, Buy American Act Balance of
Payments Program-Supplies; 52.232-33, Payment by Electronic Funds
Transfer_Central Contractor Registration; 52.233-3, Protest After
Award; 52.222-35, Disabled Veterans and Veterans of the Vietnam Era;
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
Vietnam Era. The Defense Priorities and Allocations System rating is
C9E. Offers are due no later than 2:00 PM CST, 4 August 2000. Offers
