The Defense Threat Reduction Agency (DTRA) intends to procure, without full and open competition, Regional GIS Databases in support of Comprehensive Test Ban Treat (CTBT) Monitoring. See Note 22. The specific regions of study are the United States, the Middle East and North Africa. The interest in the United States is to develop data that can be used in consultation and clarification under the CTBT to prevent frivolous inspections under the CTBT. DTRA has a mission to develop monitoring technology for underground nuclear tests. One of the technologies chosen to monitor compliance of the CTBT is seismology. To fully exploit the effectiveness of this technology, a large database of knowledge is desirable. This database should encompass basic geological information such as maps, of surface rock types and faults, geophysical information such as the gravity field, and the results of previous seismic investigations such as crustal structure and seismic velocities. With a database of these related quantities,the reliability and accuracy of seismic CTBT monitoring may be greatly enhanced. The proposed performer, Cornell University, has unique capabilities to provide such information because it has spent many years collecting such data, and, in the Middle East and North Africa, has unique contacts to collect such data. The proposed effort would mainly draw on this accumulated database. Another contractor would have to spend approximately five years in time and at least 10 man-years of effort to get to the point Cornell is at now. Posted 07/26/00 (W-SN478847). (0208)
