The USAF Space and Missile Systems Center, NAVSTAR Global Positioning
System Joint Program Office (GPS JPO) intends to release a Request for
Proposal (RFP) to award up to two contracts for GPS III Architecture
Studies. The RFP will be released on or about 11 August 2000.
Interested parties should respond to this notice not later than 15 days
from the date of this notice. Those previously responding need not
respond again. The contracting office address is SMC/CZK, 2435 Vela
Way, Suite 1613, El Segundo, CA 90245-5500. This is an unrestricted
acquisition and will be conducted under full and open competition.
Foreign firms are advised that they will not be allowed to participate
as the prime contractor on this acquisition. The GPS III Architecture
Studies make up the first phase in a multi-phased acquisition approach
for GPS III. The second phase of the program (program definition/risk
reduction (PD/RR)) will be a full and open competition and a separate
synopsis will be issued. The objective of the GPS III program is to
deliver flexible and best-value solutions that will satisfy the
currently defined but evolving military and civilian needs for a
space-based navigation, timing and nuclear detonation detection system.
This initial acquisition phase will examine possible system
architectures that refine and validate the system requirements trade
space. The architecture studies will be used to develop/mature
requirements and concepts to enter into program definition/risk
reduction (PD/RR), engineering and manufacturing development (EMD), and
production fielding of GPS space, control, and user capabilities. The
contractors shall identify, evaluate, and propose innovative and
flexible architectural solutions to validate and cost program
objectives. Offerors must be able to effectively address all areas of
the current GPS system including space, control segment and user
equipment. Offerors must be cleared to handle up to and including Top
Secret- SCI. Efforts should be made to include small and disadvantaged
service-disabled veteran and emerging technology companies to form a
complete survey of the most promising technologies for GPS III. The
period of performance will be 12 months under a firm-fixed-price
contract. This acquisition may involve data that are subject to export
control laws and regulations. A foreign disclosure review of the
technical data has not yet been accomplished. If the review determines
that data are subject to export controls, only contractors who are
registered and certified with the Defense Logistics Services Center
(DLSC) shall be provided copies of the solicitation or other data
subject to foreign disclosure restrictions. Contact the Defense

certification process. You must submit a copy of your approved DD Form
2345, Military Critical Technical Data Agreement, with your request
for the solicitation. An Ombudsman has been appointed to hear concerns
from potential offerors. The purpose of the Ombudsman is to receive
and communicate concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. The
Ombudsman will communicate certain offeror issues, disagreements, and
recommendations on this acquisition into the proper channels. The
Ombudsman's role is not to diminish the authority of the program
director or the contracting officer, but to advocate an offeror's
concern on a non-attribution basis. The Ombudsman will maintain strict
confidentiality as to the source of the concern when requested by the
offeror. The Ombudsman will not participate in the evaluation of
proposals or the source selection decision process for this
