236-5900 ext 424 Concerns having the ability to process multi-beam
sonar data for Yellowstone Lake described herein are requested to give
written notification (including the telephone number for a point of
contact) to the procuring office above within forty-five (45) calendar
days from the date of this synopsis. The following Salient
Characteristics are considered essential to this requirement. The U.S.
Geological Survey, Minerals Team, has a requirement to continue an
on-going multi-beam bathymetric survey that began in 1999 and shall
continue through 2003. The U.S. Geological Survey plans to issue a
contract for one year with two-one year options. Contractor will be
required to provide the following: On-shore multi-beam data reduction
and processing expert to correct raw survey data, to exert quality
control, and to produce preliminary maps and fully edited and corrected
final ASCHII-formatted data files. Ship-board technician to calibrate
sonar instruments and acquire high quality multi-beam bathymetric data.
Contractor shall provide computers and equipment needed to complete
above-said tasks. Contract shall be required to provide proprietary
SeaView software for interpretation of multi-beam data for installation
on USGS computers. Contractor shall provide expert consultation in the
processing and interpretation of swath bathymetric data. Based on
information available at this time, and in accordance with 41 U.S.C.
253 (1), implemented by FAR 6.302-1, the Government considers the item
specified as a sole source from L-3 Communications SeaBeam
Instruments, 141 Washington Street, East Walpole, MA 02032 and proposes
to negotiate a contract with that firm on that basis. However, should
additional sources be identified, they will be considered. Firms who
feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. This notice may represent the Governments only
