FISC Norfolk -- Detachment Philadelphia intends to acquire contractor maintenance services on behalf of the Naval Air Technical and Data Engineering Service Command. These services are to provide various fleet and shore activities with an estimated 144 man months of effort for the purpose of informing, instructing, training, and maintaining the AV8B Weapon Systems Integration and Airframe. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304(1) with the OEM McDonnell Douglas Corporation, A wholly owned subsidiary of the Boeing Company; of Saint Louis, MO. The estimated effort is from 1 October 2000 through 30 September 2001plus two one year options for the period 1 October 2001 through 30 September 2003. This effort is divided over four tasks; two tasks based in Cherry Point, NC and the remaining two tasks based in Yuma, AZ. The applicable SIC code for this procurement is 8711. This action is to be awarded as a modification to an existing contract or as a new contract. Interested parties who contend that they are technically qualified should submit specific factual data, including but not limited to: technical resumes, management experience, and other pertinent information as desired to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received will be evaluated by the Government. The Government reserves the right not to open this requirement to competition based upon technical notices received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of whether to conduct a competitive procurement.
