CBD NOTICE, SOURCES SOUGHT RESPONSE REQUIREMENTS. The Environmental
Protection Agency (EPA) is contemplating setting the "RCRA Hazardous
and Solid Waste" procurement aside for small business participation
only. This requirement will support the EPA Office Of Solid Waste,
Permits and State Programs Division. SIC Code 8999 will be used.
PROGRAM BACKGROUND Congress passed the Solid Waste Disposal Act (SWDA)
in 1965. This statute provided the basis for regulating the proper
management of solid waste. This law went through several major
amendments which resulted in the Resource Conservation and Recovery Act
(RCRA) of 1976. In addition, RCRA was amended by the Hazardous and
Solid Waste Amendments (HSWA) in 1984. Subtitle C of the Resource
Conservation and Recovery Act (RCRA) requires the U.S. Environmental
Protection Agency (EPA) to develop, promulgate, and implement
regulations which control the generation, transportation, treatment,
storage, and disposal of hazardous waste.RCRA also provides for States
to receive authorization from EPA to carry out a hazardous waste
program in lieu of the Federal program, including the issuance and
enforcement of permits for the treatment, storage, or disposal of
hazardous waste. On May 19, 1980 EPA issued its initial set of
hazardous waste regulations. Since that time many additional
regulations have been issued and the Federal hazardous waste management
program is fully underway. New waste management legislation
requirements may further expand or change the Agency's authority during
the course of the contract. The EPA's Office of Solid Waste is
responsible of the nationwide implementation of the RCRA program to
control solid and hazardous waste. OSW has responsibility for the
development and national direction of the hazardous waste permit,
closure, post-closure, corrective action, andstate authorization
programs. OSW provides oversight, guidance, and support for the
Regional offices and States in implementing hazardous waste programs
under Subtitle C. OSW also oversees implementation of the RCRA Subtitle
D program which deals with the management of non-hazardous waste. The
Agency has an implementation strategy which focuses on a variety of
Subtitle D issues including permitting activities, monitoring and
enforcement, training, and Regional and State coordination. PROCUREMENT
OVERVIEW This requirement is for advisory and assistance services in
the RCRA Subtitle C&D programs. The contractor shall provide analysis,
studies, evaluations and recommendations to the Office of Solid Waste
pertaining to the development and implementation of RCRA permitting,
closure/post-closure, corrective action and state authorization
regulations and guidance. The contractor shall develop implementation
procedures, conduct policy analyses, gather data on program status,
perform public involvement activities and other efforts associated with
the implementation of RCRA. The contractor will, under EPA's oversight,
develop and conduct training for the RCRA program for use by the public
and/or States. The contractor shall provide expertise and
recommendations regarding issues and methods concerning the delegation
and oversight of State programs. The contractor shall provide
background information, detailed analyses, recomendations and options
in support of EPA in its development and administration of regulations
and Agency policy. . Interested parties are requested to review the
draft SOW and submit a brief qualification statement by August 24, 2000
to the following address: U.S. EPA, 401 M Street SW (3805 R),
Washington D.C. 20460 ATTN: Jewel A. Carter. The decision whether or
not the Government will in fact set this procurement aside will be
based on a review of the qualification statements. The Government
believes there are at least two qualified small businesses able to
submit proposals. The Government's decision will be published here in
the "Procurement Status Information" on or before September 19, 2000 .
All parties are encouraged to submit qualification statements
demonstrating their capabilities in the task areas specified in the
Statement of Work. Potential offerors should also provide a brief
statement addressing the Evaluation Factors, items 1,2,3,4 and 6 listed
below. The Qualification Statements will be used by the Government
solely for purpose of determining whether or not the procurement will
be a small business set aside. No notification of offerors will be made
relative to the Government's assessment of individual Qualification
Statements. The Government does not intend to award a contract on the
basis of this Request for Information (RFI), nor resulting from this
RFI. This RFI does not constitute a Request for Proposal. Limit your
submission to no more than 10 pages. It is contemplated that any final
contract award under this procurement, if and when made, will be based
on the following evaluation factors: 1. Technical Capability and
Approach to the SOW Task Requirements: Demonstrated thorough
understanding of offeror's ability to successfully perform the tasks
outlined in the Statement of Work. 2. Past Performance: Results of
responses received from references concerning the offeror's past
performance. 3. Personnel Qualifications and Experience: Key personnel
demonstrated experience, credentials, and substantial knowledge within
their subject area(s). 4. Management Approach: Demonstrated by the
quality of the offeror's approach to planning, organizing,
administering, managing, and coordinating the tasks and activities in
the SOW. 5. Preparation of Sample Work Plan: Demonstrated understanding
of the requirements as evidenced by the quality of sample work plan
submitted by offeror. 6. Corporate Capability: Demonstrated corporate
capability in performing similar type work as outlined in the SOW and
the availability and ability to obtain any equipment necessary to
