Services Administration, Center For Mental Health Services, Emergency
Services and Disaster Relief Branch, through the Program Support
Center, General Acquisitions Branch, plans to award a 12 month sole
source simplified acquisition to Deborah J. DeWolfe, PH.D., M.S.P.H.
Anticipated date of award is August 12, 2000. The Contractor shall be
responsible for, but not limited to the following: The Mental Health
Response to Incidents of Mass Criminal Victimization: A Training Manual
publication shall be researched and written by the contractor. The
manual should include an overview and background, mental health
responses to acts of crime, typical reactions of crime victims and the
types of short term interventions that are most effective in helping
crime victims cope with their trauma, information on stress management
for mental health and human service workers aiding crime victims. The
Training Manual should also contain a comprehensive training course
outline with overheads and suggested readings or handouts. This manual
should be modeled after the Training Manual for Mental Health and
Human Service Workers in Major Disasters, a publication prepared
primarily for workers aiding victims of natural disasters. The Mental
Health Response to Incidents of Mass Criminal Victimization: A Field
Manual publication will condense information presented in the Training
Manual and be published in a pocket-size. The Field Manual is for
mental health and human service workers to reference as they are doing
outreach to victims of crime. This publication should be modeled after
Field Manual for Mental Health and Human Service Workers in Major
Disasters, a publication prepared primarily for workers aiding victims
of natural disasters. The Training Manual should be approximately 75
pages in length with dimensions of 81/2 x 11 inches. The supplementary
pamphlet, Field Manual should have dimensions of 5 x 7 inches and
approximately 30 pages in length. The documents shall be held inthe
public domain. The contractor shall furnish CMHS with three separate
publication-ready copies and four additional copies of the final draft.
It shall be submitted on a disk in WordPerfect 8 or MS Word 97 1. The
contractor shall submit a draft work plan for approval of CMHS, and
will include an outline of the manuals. 2. Based on comment from CMHS,
the contractor shall submit a final work plan and outline. . 3. The
contractor shall submit a first draft of the manuals to the Project
Officer for review and comment. 4. The contractor shall circulate the
second draft to eight key experts comments into a second draft and
submit to the Project Officer for Approval. THE PROPOSED SIMPLIFIED
ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT
AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302.
INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST BY RESPONDING TO THE
REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS
NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED
SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY
WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL
NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO
