(703) 602-0951 x638 NAVAL SEA SYSTEMS COMMAND (NAVSEA), Program
Executive Office Mine and Undersea Warfare (PMS 407) intends to
procure, under full and open competition, components of the Shallow
Water Distributed Explosive Technology (DET) Mine Clearance System
(MCS). Requirements include fabrication, assembly (including GFM),
testing, qualification, planning, management and delivery of DET, MCS
components. The requirement is for a basic quantity of 1 Array
Container, Shipping and Storage (Explosive Loaded) First Article Unit
(FAU); 2 Landing Craft, Air Cushion (LCAC) FAU interface kits; step
ladder production quantities established at time of award of Array
Containers, Shipping and Storage (Explosive Loaded); Array, Live,
Surveillance; Array Container, Shipping and Storage (Inert Loaded);
Array-Pack Containers; LCAC Interface Kits; 1 lot of initial spares;
and TBD man days of engineering services. The required delivery for the
basic will be 18 months after the effective date of the contract. There
will be four options with remaining requirements of 16 Fuze FAU's; step
ladder production quantities established at time of option, if
exercised of Array Container, Shipping and Storage (Explosive Loaded);
Fuze Explosives; Fuze Explosives Surveillance; Array Live
Surveillance; Array Container, Shipping and Storage (Inert Loaded);
Array-Pack Containers; LCAC Interface Kits and TBD man days of
engineering services. The options, is exercised will require delivery
commencing 18 months after the option is exercised. DET is a dual MK 22
MOD 4 rocket launched explosive array system, that is deployed from a
deck of a manned Landing Craft, Air Cushion (LCAC). There are three
versions of the DET. The Tactical System, a full-up EX 10 MOD 0 Mine
Clearance System. The Practice System, which is similar to the tactical
system except it uses a rope array to simulate the detonating cord and
an inert Fuze. The Inert Trainer, is a system that simulates the
launch assembly and hook-up procedures of the tactical system. The
Tactical MCS EX 10 MOD 0 consists of four major subsystems: Array
Container Shipping and Storage, LCAC Interface Kit (LIK), Launch
Controller Assembly Kit, and two MK 22 MOD 4 Rocket Motors. Only the
Array Container Shipping and Storage and the LIK components are being
procured in this contract. The Array Container Shipping Storage holds
the explosive array and all the supporting hardware needed to deploy
and detonate except for the rocket motors. The packaged Array Container
measures approximately 9 ft. (L) x 5 ft (W) x 5.25 ft (H) and weighs
approximately 4,000 lbs. The LIK assembly is made up of the LCAC
Interface Platform (LIP), Platform Assembly, Case with foam inserts,
Launcher Assembly, Alignment Fixtures, Bullet Shield Planks, and
Storage Box that stores the attachment hardware including spares. The
LIK in the shipping and storage configuration measures approximately 9
ft. (L) x 5 ft (W) x 3.5 ft (H) and weighs approximately 1,550 lbs.
The options will cover the Government's requirements through fiscal
year 2004. It is contemplated that the contract will be issued on a FOB
Origin basis. The delivery point will be determined at time of award.
The RFP is expected to be available on the NAVSEA Headquarters
Contracts Directorate Homepage the later part of July 2000. This
solicitation will be issued electronically in accordance with FAR
4.501, 5.0102 (a) (7) and 14.205-1 (c), therefore hardcopies will not
be provided. Vendors wishing an electronic copy may download it on or
after the issue date by accessing the following address via the
internet.: http://contracts.hq.navsea.navy.mil/home.html. CAUTION: This
solicitation will be issued electronically as will any amendments
thereto. Because of this, the Government is under no obligation to
maintain a bidder's mailing list. The Solicitation will incorporate a
Technical Data Package (TDP) available to the offers for a reproduction
cost of $300. Vendors need the TDP in order to prepare a bid or
proposal and are instructed to request same by submission of an email
request to: greentj@ih.navy.mil. Any said requests should contain the
following information: Cage code (if available), Company Name, Point of
Contact (optional), Street Address, City, State, Zip Code, Telephone
Number. A TDP will be provided by normal mail after the solicitation
has been released to the internet and the reproduction cost of $300 has
been submitted. A Bidders Conference will take place at Indian Head
Division, Naval Surface Warfare Center, 101 Straus Avenue, Indian Head,
MD 20640 on August 9, 2000 from 0900 -- 1500. The names of those
wishing to attend the bidder's conference should be provided to A.
