Center(NDBC) has a requirement for a Data Collection Platform Test
Set. NDBC maintains a network of automatic data collection
platforms(DCP's) that are installed at isolated coastal locations, on
moored buoys, and offshore platforms. These DCPs acquire and process
meteorological and oceanographic measurements and transmit these data
hourly through GOES, METEOSAT, GMS OR TIROS satellites. As part of the
maintenance of these systems, a requirement exists for a portable,
stand-alone test device, or test set, having no physical connection to
the DCP to directly receive and verify data transmissions from them
independent of the satellite systems and their ground stations. The DCP
test set shall be a low-power test device capable of receiving GOES,
GMS, METEOSAT and TIROS(ARGOS) transmissions on the 401 to 403 MHz
frequency band from a DCP with no physical connection to the DCP under
test from a distance ranging from one to several hundred meters. The
test set shall store data receivedfrom the DCP under test internally in
non-volatile memory, display the data on a built-in display unit, and
optionally print the data on hard copy, or retransmit it to a computer
by RS-232 serial data communications. The test set shall be powered by
internal rechargeable batteries, external AC power or external 12VDC
power. The unit shall be a portable, self-contained and capable of
withstanding the rigors of a marine environment. The test set shall be
designed with the lowest power consumption electronic components
available. The test set shall be capable of processing messages
transmitted from all existing types of NDBC ARGOS PTT transmitter
equipment in both "position only" mode and "data only" mode. These
include Synergetics, Telonics, and Wood-Ivey PTTs. The unit shall be
capable of operating unattended in open or closed position, with closed
meaning the unit cover is installed or closed. Requests for the
