Bureau of Reclamation is seeking potential sources for a Hydraulic
Servo Controller. Potential sources must be capable of furnishing the
following: Interested sources that can furnish an item meeting the
above specification requirements are encouraged to submit
substantiation to the Bureau of Reclamation, either by mail, fax, or
transmittal to the e-mail address listed below no later than August 3,
2000. Responses should include brochures or other illustrative
material in sufficient detail to demonstrate the respondent's ability
to meet the requirements stated above, and should include the firm's
Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN),
either by mail, fax, or transmittal to the e-mail address listed below
no later than August 3, 2000. This is a Sources Sought Notice only,
and not a Request for Quotation or an announcement of a solicitation.
The Government will not pay for any materials furnished in response to
this synopsis. Submittals furnished will not be returned tothe sender.
Firms should identify themselves as either small business, or other
than small business, in accordance with the size standard for Standard
Industrial Classification (SIC) Code 3829 which is 500 employees. This
notice is for market research purposes only, however, the information
gathered from this notice will be used to determine which preference
program will be used to process the acquisition (e.g., 8(a) set-aside
under the Small Business Administration's 8(a) program, total small
business set-aside, full and open competition). No preference program
determination will be made until the market research has been
completed. Hydraulic Servo Controller Requirements: An electronic PID
servocontroller is required for control of a hydraulic actuator. The
controller will be used in a materials testing laboratory in a variety
of applications and with a variety of hydraulic actuators. The
following sets forth the specific requirements that the controller must
meet. 1. General -- The controller shall provide control of a single
hydraulic actuator. It shall produce an output suitable for driving an
electric servovalve mounted on a hydraulic actuator. The controller
shall use PID control to produce the desired action by the hydraulic
actuator based on an operator-selected feedback signal, either position
or load. The controller shall incorporate a function generator for
program signal generation and also accept external program signals. The
controller shall be compatible with both 2-stage and 3-stage
servovalves and have the capability of closing both the inner loop (for
3-stage valves) and the outer loop. 2. Servovalve Compatibility -- The
controller as delivered shall be capable of controlling a 3-stage
servovalve. The controller shall provide inner loop closure using
feedback from the servovalve LVDT. The controller shall be compatible
with our existing pilot stage servovalve which is a Moog model 760-232A
servovalve. The electrical specifications of the servovalve are as
follows: Single Coil Signal—40.00 mA (coils in parallel) 20.00 mA
(coils in series) Permanent Wiring Configuration SINGLECOIL Coil
Resistance -- 80.0 ohms nominal The power stage incorporates an LVDT
for position sensing of the power spool and inner loop closure. The
electrical characteristics of the LVDT are as follows: Input voltage --
20 volts rms at 10-kHz Sensitivity -- 180mV/V/inch In addition to
controlling 3-stage servovalves, the servocontroller shall also be
capable of controlling 2-stage servovalves. The controller shall be
compatible with the Moog 72-103 series servovalve. 3. Servocontroller
Capabilities and Features -- The servocontroller shall incorporate the
following features and capabilities. a. PID control of a single
hydraulic actuator. The PID parameters shall be adjustable over a range
to allow stable operation of a hydraulic actuator under a variety of
test conditions. b. Electronics to drive the above referenced
servovalves directly including signal conditioning for the 3-stage
servovalve power stage LVDT. c. Electronics to condition signals from
a minimum of two feedback transducers. This shall include conditioning
for an LVDT to measure actuator position, and a full-bridge strain
gage type load cell to measure actuator load. The operator shall have
the option of selecting which feedback signal is to be used for
control. d. A built-in function generator. The function generator shall
provide program control and shall have sine, square, triangle and ramp
waveforms and presetting of test cycle counts. The frequency range of
the function generator shall be a minimum of 0.1-Hz to 50-Hz with a
0.1-Hz resolution minimum. The controller shall also have an input for
accepting external program signals. e. Amplitude control compensation
to assure that program end levels are achieved when sinusoidal
programs are used. f. Front panel display of controller parameters
including controller configuration, control parameters, function
generation parameters, signal level of two feedback sensors, min/max of
feedback signals, and valve drive signals. g. Front panel setup of test
parameters including feedback selection, waveform, frequency,
amplitude, cycle count, and PID parameters. Also program start, stop,
and hold functions shall be accessed from the front panel. h. Hydraulic
system control shall be incorporated in the front panel including low
pressure, high pressure, off and emergency stop controls. Hydraulic
control shall be compatible with 24 VDC control circuitry on the
hydraulic power supply. i. BNC output connectors shall be provided for
monitoring feedback transducer signals and the program input. j. PC
communications interface to allow control of the servocontroller by a
PC. Driver software shall be included to facilitate programming the
controller in VisualBasic or LabVIEW. k. Mating connectors for all
connectors shall be provided. l. Operation from 115 VAC, 60-Hz power.
