Administration (NARA) intends to issue a Request for Proposal (RFP) in
a negotiated procurement for commercial Off the Shelf collections
management software for a specialized central database to manage
information about NARA's holdings and borrowed objects used in NARA's
public programs. The database would support cataloging, location and
movement control, exhibitions management/history, incoming and outgoing
loans, conservation management, search and query, customized reports,
vocabulary control (authority lists), import/export capability, and
imaging. This database would replace Lexicon, NARA's DOS based
application. The new database would also eventually replace a
photographic collection of approximately 25,000 items used in NARA's
exhibitions and information kept in manual files containing
approximately 2,500 facsimiles and hundreds of documents used in
various educational programs and publications. The database system
would be used by NARA's registrars, exhibit curators, designers,
educators, conservators, volunteers, and archivists. The contract
awarded as a result of this RFP will be a time and materials contract
for customization, training, maintenance and support services, with a
fixed price line item for software licenses for a base period of one
year and four (4) option periods of one year. Award will be made to
that Offeror providing the best overall value to the Government. The
requirement is a 100% small business set-aside. The standard industrial
code is 7372 with a small business size standard of $18M. All
responsible sources may submit a proposal that will be considered by
