This notice is to inform industry that this procurement will be conducted on a full and open competitive basis. However, the solicitation and subsequent contract will require that large businesses who respond to the solicitation must insure that 25 percent of the total contract value will be subcontracted to small businesses and 5 percent of the total contract value will be subcontracted to small disadvantaged businesses. This requirement is for the total dollar value of the contract NOT the percentage of subcontracted dollars. This will be an important evaluation criterion identified in the solicitation and large businesses that do not meet this requirement may be ineligible for contract award. If contract award is made to a large business, this requirement will be enforced throughout the life of the contract. Periodic audits will be conducted by the Government to insure that this requirement is being met. A revised Performance Purchase Description (PPD) is now available on the Natick Contracting Division Homepage. This document is still in DRAFT form and interested firms are advised that this document is subject to change with the posting of the Request for Proposals (RFP).
