Request for Information (RFI): The Space and Naval Warfare Systems Command (SPAWAR) is conducting market research to locate qualified sources to supply Satellite Communications (SATCOM) Professional Engineering Liaison Support. Accordingly, industry is invited to submit information that SPAWAR will carefully consider in developing its procurement plan to obtain such services. The scope of this effort is anticipated to be 2080 staff hours per year, for five years (one base year and four one-year options). The knowledge and experience for this effort will require the contractor to be well versed in both commercial and military satellite communications. The draft Statement of Work has been posted to SPAWAR's website at http://e-commerce.spawar.navy.mil (click Business Opportunities, then Future Opportunities under SPAWAR Headquarters, then N00039-00-R-3219). Industry is requested to provide information regarding their ability to meet the capabilities listed below and successfully perform the SOW. Responses shall be limited to no more than five (5) pages (8.5 x 11", 1" margins, no smaller than 12 pitch font). Address each question by its number as indicated below. A separate one (1) page maximum (8.5 x 11", 1" margins, no smaller than 12 pitch font) list of references should also be included that lists the name of the customer, description of the effort(s) performed, contract number, customer Point of Contact, customer mailing address, customer e-mail address, and customer telephone number. The one-page reference list does not count against the five-page limit for the capabilities narrative. See SOW for further details and technical requirements. Proprietary information, if any, should be minimized and must be marked accordingly. CAPABILITY QUESTIONS 1. What is your company's knowledge of the Defense Satellite Communications System (DSCS) and International Telecommunications Satellite (INTELSAT) systems, future satellite constellation plans, shipboard terminal certification for these systems and technical requirements and restrictions for the Navy utilizing these Satellite constellations? 2. What is your company's past experience in dealing with and interfacing with Defense Information Systems Agency (DISA) and the DISA philosophy for supporting the Navy via DSCS? 3. What is your company's knowledge and past experience with the Navy's philosophy for supporting the Navy's Ground Mobile Force (GMF) and Tactical Switching Systems (TSS) via DSCS? 4. What is your company's knowledge and experience with submarine communications and the Navy philosophy for supporting submarine communications via DSCS? 5. What is your company's experience with interfacing at high visibility meetings and forums with OPNAV, SPAWAR, NUWC, DISA and NAVSPACECOM? 6. What is your company's engineering and technical experience specifically, experience with calculating and evaluating satellite link budget analysis? Interested parties must indicate whether they are a large business, small business, woman owned small business, hubzone business, small disadvantaged business, or 8(a). In order to be considered a small business for the purposes of this announcement, a business must meet the small business size standard as defined by FAR 19.1 and SIC Code 8711. Generally, the small business size standard for SIC code 8711 is $20,000,000 annual average gross revenue of the concern taken for the last 3 fiscal years; industry is cautioned, however, to also review FAR 19.1 for additional criteria regarding small business size standards. Failure to respond to this RFI does not preclude participation in any future competition should SPAWAR's procurement plan result in a decision to compete this requirement.
