to issue a Request for Quotation (RFQ) for Process Control and Data
Acquisition Software Keys. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to
purchase the items from Intellution, Norwood, MA, pursuant to FAR
6.302-1, which implements 10 U.S.C. 2304 (c) (1) for acquisitions of
supplies or services available from only one source. Competition is
impractical because the Intellution Process Control and Data
Acquisition Software Keys provide an essential capability in the
Environmental Test Facility. This type of Process Control and Data
Acquisition Software Keys are operationally compatible with existing
software keys being used. This Process Control and Data Acquisition
Software is essential for being able to provide facility level
computerized automated control required for thermal vacuum testing and
facility process control, and will be used extensively for support of
all testing in the Environmental Test Facility. The large quantity of
tests required for Space Station exceeds the available capacity of
existing process control and data acquisition software keys to control
the entire facility. In that this software is proprietary, it cannot
be obtained from any other source, and no other vendor produces
software that can be integrated with existing copies of this software
to achieve the required performance. The software keys (software copy
licenses) are the only means by which the Environmental Test Facility
can continue the computerized automation of the facility to provide the
required Process Control and Data Acquisition of Thermal Vacuum Testing
of Space Station Hardware. This software is the only software available
that is compatible with existing software in use, and it is the only
known software which is one hundred percent compatible with the
facility hardware currently making up the Environmental Test Facility.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on August 14, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral

responsible sources may submit an offer which shall be considered by
