include one-time service, annual service, chemical treatment service,
filter service, and project work, as required, for the period 30 SEP 00
through 29 SEP 01 with four one-year option periods. The work will be
required in approximately 1000 facilities with over 28 million square
feet of heating and over 27 million square feet of air conditioning
across approximately 218,000 acres at Fort Hood, Texas. One-time
service includes performing comprehensive inspection, descaling,
equipment rehabilitation and repair, and reporting, in addition to
performing annual services, chemical treatment, filter services and
surveys at HVAC system facilities. The work includes the development of
an automated data base system, and the consolidation and maintenance of
a complete official Fort Hood HVAC inventory. Among other things,
annual services includes taking equipment apart, cleaning, changing out
parts, making adjustments, lubricating, reassembling, and testing all
parts of the HVAC systems, performing ventilation systems service,
inspection and reporting. Chemical treatment services includes
installation of automatic chemical feed systems and providing chemical
treatment to cooling water systems, steam boilers, closed hot-water
and chilled water loops, water softeners, correction of fouled systems,
inspection and reporting. Contractor is responsible for maintaining
proper chemical levels and will be held liable, at no additional cost
to the Government, for any repairs required as a result of corrosion
and for additional descaling needed. Filter services include surveying
and reporting filter, drive belts, motor types and sizes, replacing
filters, placing algaecides, motors and bearing blocks, drive belts,
ventilation fans, inspection and reporting. Project work can range from
small repairs to large construction such as total boiler replacements.
Any Contractor employee working on chillers must hold a current ACCA
Refrigerant Transition and Recovery Certification Program, Universal
Technician Certificate (required by 40 CFR Part 82, Subpart F) and be
supervised by a Contractor employee holding a State of Texas Class A
Air Conditioning and Refrigeration Contractor's License with both C and
E endorsements. All Contractor employees working on any Contract
function (other than Filter Service or personnel performing laborer
duties, e.g., clean up) must hold a current Third Class Stationary
Engineer License issued by The National Institute for the Uniform
Licensing of Power Engineers, Inc. (NIULPE) and be supervised by a
Contractor employee holding a State of Texas Class A Air Conditioning
and Refrigeration Contractor's License with both C and E endorsements.
Any Contractor personnel introducing an acid into an HVAC system on
Fort Hood must be supervised by a Chemical Engineer or by a person with
a minimum of 20 years of chemical treatment experience in the HVAC
chemical treatment field. Services are being solicited under FAR Part
12 as a commercial purchase. Solicitation is 100% set-aside for 8(A)
participation, and will be accepted only from 8(A) contractors. The
Standard Industrial Classification Code is 7623. The small business
size standard is $5,000,000 annual average gross revenue of the concern
taken for the last 3 fiscal years. This solicitation will be issued
electronically and will be available for viewing at the following

date is 31 JUL 00. The closing date is two-phase. For a proposal to be
considered, the offeror must respond by the deadline established in
the solicitation for the Part 1 and Part 2 closing date. Failure to
comply with the Part 1 and Part 2 proposal deadline requirements will
remove the offeror from further consideration. Part 1 consists of
offeror submittal of past performance data and proof of licensing and
certifications, and is tentatively set for 17 AUG 00. Part 2 consists
of 10 additional written submittals and is tentatively set for 24 AUG
00. Evaluation will be conducted using oral presentations that will be
