Center, Division Newport intends to solicit proposals for engineering
and technical services in support of existing and future submarine and
surface launcher systems programs. Tasking shall include TEMPALTS,
MECHALTS, SHIPALTS, ORDALTS, A&I and Field Changes installation
services onboard operational submarines and surface ships; removal and
installation of SUBSAFE/Level 1 hardware onboard operational
submarines; fabrication and manufacture of shipboard hardware to
support repair and installation of TEMPALTS, MECHALTS, SHIPALTS,
ORDALTS, A&I and Field Changes; engineering analysis of submarine and
surface laboratory equipment; design and drafting services for ECPs,
NORs, detailed assembly and arrangement drawings; field service
engineering support for system assembly; emergency failure analysis
investigation of fleet launcher system components; test and hardware
support in both laboratory and shipboard environments. Contractors
performing SUBSAFE services must be qualified in accordance with NAVSEA
Note 5000. A 5-year, Indefinite delivery/Indefinite Quantity type
contract with CPFF provisions is anticipated. Estimated level of effort
-- 238,700 man-hours over the five years. Key categories and number of
required key personnel per category -- Physical Material Scientist --
(1); Systems Engineer III -- (1); Mechanical Engineer III -- (3);
Mechanical Technician III -- (10); Mechanical Technician VI -- (1);
Quality Assurance Specialist -- (1). This effort is unrestricted. Award
will be made on "Best Value". Technical evaluation criteria --
Technical/Management Approach, Personnel, Past Performance and
Facilities. Only one award is planned. SIC Code 8711; size standard $20
million. Required security clearance is Secret. Solicitation is subject
to FAR 52.222-49 "Service Contract Act -- Place of Performance
Unknown". Wage determination will be requested for Rhode Island.

writing. Requests must be received by 7 August 2000. Our department no
