The Health Resources & Services Administration (HRSA) synopsis/notice of intent to award, under the Simplified Acquisition, FAR Part 13 (not a Request for Quotation), a purchase order to the National Native American AIDS Prevention Center (NNAAPC). This Contractor is considered the only responsible source under FAR 6.302-1. NNAAPC will develop a narrative (clinician's guide) that articulates concisely and clearly the following three questions: (1) what cultural factors amplify the difficulties faced by American Indians/Alaska Natives with HIV? (2) How do these cultural amplifiers affect a patient's access to service? (3) What can a medical provider do to address language and cultural barriers; and, to help empower their American Indian/Alaska Native (AI/AN) patients living with HIV? This clinical guide will make a dramatic difference in facilitating a health care provider's ability to administer care to an HIV positive AI/AN patient. In addition, this clinical guide will emphasize methods of care for the HIV positive Native American and highlight unique cultural issues facing the HIV positive Native American and his/her family.
