(RFQ) for the procurement of a commercial item. The 11th Contracting
Squadron on Bolling AFB DC intends to procure a non-personal service,
an assessment survey of the Chaplains Service It is anticipated that
this contract will be awarded under the simplified acquisition
procedures for commercial services utilizing a firm fixed price
contract. This acquisition is 100% set-aside for small businesses. Only
quotes from small disadvantaged businesses will be considered all
others will be rejected. The SIC code is 8742, Management Consulting
Services, and the small business standard is $5M. The performance
period is from date of award through three months. Offerors must
provide suggested schedule of progress based on the CDRLs and SOW. It
is important to have a workable schedule that can be adhered to for
this project. Requirement description: this project requires
professional staff personnel having subject matter expertise (Chaplain
service) and management experience to perform a human relations
climate assessment within the USAF Chaplain Service. All Chaplains and
Chaplain Service Support Personnel (CSSP) will be anonymously surveyed
at every base and location in the Air Force. Deliverables include
statistical analysis of the findings, assessment of the career
development patterns of Chaplain Service personnel, anecdotal material
of personal experiences, by categories, information that can provide
conclusions from which programs and policies could be developed,
recommendations of strategies required to counteract negative
perceptions of barriers to career development for minority chaplains
and CSSPs, and tentative conclusions regarding systemic bias and base
level Chaplain Service human relations climate. All offerors must
access the Electronic Posting System (EPS) to download the Statement of
Work and the Contract Data Requirements List prior to submitting
quotes. Each quote should include all costs, including those for
mailing shipping and overnight or messenger pickups and deliveries. All
offerors must be currently registered with the Central Contractors
Registry (CCR). Contractors may contact the CCR by calling
1-888-227-2423. Each offeror must submit three recent references with
current point of contact and phone numbers with their quotes. In
addition each offeror will submit a copy of their qualifications to
demonstrate capability in this field. Award will be made on a _best
value_ basis with past performance and technical capability being
weighted greater than price. The closing date of this RFQ is 7 Aug
