has a requirement to refine cultural competence methodological and
data strategies to assess the quality of services in mental health
systems of care. This shall be accomplished by convening a multi-ethnic
work group consisting of researchers, providers and consumers of mental
health who are knowledgeable of the service needs of Latino-American,
African-Americans, Asian-Americans and Native Americans/American
Indians in the public mental health system. The Contractor shall
develop methodological and data strategies to measure service related
outcomes relative to cultural competence. The requirement has been
justified in accordance with FAR 6.302-1 to award to The Research
Foundation for Mental Hygiene (RFMH),(New York State Office of Mental
Health), on a sole source basis. The RFMH has demonstrated the
feasibility and effectiveness of developing performance measures, and
has been involved with the development of the measures and thus
understands the rationale, function and critical connection between
this project and other cultural competence projects. Interested firms
must submit clear and convincing data substantiating their capability
to furnish this requirement including technical and pricing data,
within 10 days after the publication of this notice. No solicitation
package is available. Any requests for solicitation packages will be
considered nonresponsive. If no affirmative responses are received, the
Contracting Officer will proceed to issue a purchase order to RFMH.
