NOTICE OF INTENT TO NEGOTIATE SOLE SOURCE CONTRACT FOR ADVANCED TERRORISM, WEAPONS OF MASS DESTRUCTION, HEALTH, AND SAFETY TRAINING FOR EPA EMERGENCY RESPONSE PROGRAM ON-SCENE COORDINATORS (COUNTER TERRORISM FOR OSCS) The Environmental Protection Agency intends to solicit and negotiate on a sole source basis with EAI Corporation, 1308 Continental Drive, Suite J, Abingdon, MD, for Advanced Terrorism, Weapons of Mass Destruction, Health, and Safety Training for Emergency Response Program On-Scene Coordinators (Counter Terrorism for OSCs). Quantity -- 11 three-day courses. The course is a copyrighted training program available solely from EAI Corporation that provides Awareness Level Counter Terrorism (CT), Operations/Technician Level CT, and Incident Commander CT training for chemical, radiological and biological incidents. Contractor required to provide all student course materials, field instrumentation, and response training equipment (up to 30 students at each location). Delivery locations include: Boston-MA, Edison-NJ, Philadelphia-PA, Atlanta-GA, Chicago-IL, Dallas-TX, Kansas City-MO, Denver-CO, San Francisco-CA, and Washington-DC. It is the Government's intent to award a 1 year firm fixed price contract withan estimated value of approximately $175,000. Authority 10 U.S.C. 2304(c)(1). Justification -- Only one responsible source will satisfy Agency requirements. This notice of intent is not a request for competitive quotes or proposals. Interested persons seeking to challenge the sole-source justification must present clear and convincing evidence of their capability to provide the requirement in writing within 15 days after the date of publication of this synopsis. Oral communications are not acceptable. Pricing figures should be included. All information shall be furnished at no cost or obligation to the Government. No contract will be awarded on the basis of responses received to this notice.
