COMMERCE BUSINESS DAILY ISSUE OF JULY 31,2000 PSA#2653 CONTRACTOR TO PRODUCE SCREENING TOOLS TO ID CHILDREN AND ADULTS WITH
SPECIAL HEALTH CARE NEEDS. The Health Care Financing
Administration(HCFA) intends to award on a sole source basis, a
fixed-price contract to the Foundation for Accountability (FACCT), 520
SW 6 Ave., Suite 700, Portland, OR 97204. The contract will produce 1)
screening tools for State Medicaid agencies and managed care
organizations (MCOs) to use in identifying children and adults with
special health needs and 2) a compendium and comparison of alternative
screening instruments and approaches to identifying enrollees with
special health needs. HCFA will be purchasing (1) a study to test the
validity and reliability of a screening tool for identifying adults
with special health care needs; (2) a review of research literature on
alternative mechanisms for identifying children and adults with
special health care needs to support a discussion of the strengths and
limitations of different instruments/approaches; and (3) a compilation
of alternative tools/approaches into a compendium appropriate for use
by States and MCOs. This synopsisis for information purposes only, does
not constitute a Request for Proposal (RFP) and is not to be construed
as a commitment by the Government. Specific qualifications needed to
perform this work are: 1) experience in the development and testing of
screening tools to identify children and adults with special health
care needs; 2) experience in formally evaluating different approaches
to identifying individuals with special health care needs, including
diagnosis-based appoaches; 3) experience in developing screening tools
that can be self-administered, e.g. by Medicaid beneficiaries or their
parents; 4) experience in developing screening tools that can be used
to compare managed care organizations, monitor public health, and
improve health care quality; 5) recognized expertise in the development
and testing of survey instruments for their reliability and validity;
and 6) established, collegial relationships with recognized national
leaders in the development and testing of tools for identifying
individuals with special health care needs. Interested parties who
