Service is seeking proposals for a contractor to design and deliver
native plant propagation training to community groups, businesses, and
individuals. This requirement is a 100% Set-Aside for Small Business
Concerns. The SIC code for this requirement is 8999. The Small Business
Size Standard is less than $5.0 Million income/year. Three (3) copies

[Statement of Work] -- Title: Plant Propagation Training for the
Community of Molokai to Foster Economic Development by Producing Plants
for the Kaho'olawe Island Native Plant Revegetation Effort -- **** Work
Description: Design and deliver a training course to provide the
transfer of technical information and training services to the
community of Molokai on the propagation of native plants, and other
plants that have economic viability. The training focus will be on
plants that are intended for use primarily in plant re-vegetation
efforts on the island of Kaho'olawe. The target audience for the
training is community groups, business, and individuals that have the
desire and motivation to become involved in developing a commercial
plant nursery business. Priority for the training will be given to
those in the Molokai community. Training will be presented in a lecture
and on-ground demonstration format to enable the participants to
understand the requirements that are involved in the propagation of
native plants and other plants that have economic viability and also in
the establishment of a nursery business. The NRCS will provide relevant
brochures, pamphlets, technical reports, etc. regarding technology
developed at the Hawaii Plant Materials Center on the propagation of
native plants. The NRCS will also provide a limited amount of selected
plant materials from the Hawaii Plant Materials Center for use in the
training. Additionally, the NRCS Plant Materials Center will be made
available for one-half day sessions for participants to tour the Center
during each training session. **** Purpose: The goal of this plant
propagation training is to educate, train and incorporate basic native
and other plant propagation and business marketing skills in the
development of a commercial plant industry to help supply plant
materials to the Kaho'olawe Island Reserve Commission. This will allow
for the plant restoration, mainly native, on Kaho'olawe and other
commercial ventures. It is also intended to train individuals on the
importance of plants as it pertains to soil and water relationships.
**** -- The contractor will conduct a minimum of three (3) training
sessions at least thirty (30) days apart. It is desired that the first
training session will be held no later than April 15, 2001.It is
required that the first training session will be held no later than May
15, 2001. All training will be held on the Island of Molokai at a
facility capable of handling a maximum of thirty (30) participants. --
EVALUATION CRITERIA: Award will be made on the basis of the best value
to the Government. The evaluation criteria are: (1) Price, which is
more important than (2) Educational background (resume), which is equal
in importance to (3) Teaching experience. The evaluation factors, other
than price, when combined together are significantly more important
