synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
F31610-00-Q0412 and is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-16. The Standard
Classification Code (SIC) is 1541 (for coding purposes only) and the
small business size standard is $17.0 Million for this acquisition.
This procurement consists of providing all labor, supplies, materials,
supervision, transportation, equipment, and all else necessary to
complete the Bird Control, Bldg 4909 project at Seymour Johnson AFB,
NC. The work involved includes, but is not limited to, the placement of
a netting under the roof structure, on walls, and buildings to provide
for 100% enclosure of the space to prevent birds from nesting in these
areas. Other work consists of modifying hanger doors to prevent birds
from perching on horizontal bracing and cleaning of hanger floors to
remove any bird droppings. This will be a Firm-Fixed contract with 87
days performance time, including material delivery time. This
acquisition is being considered for 100 percent set-aside for HUBZone
small business concerns. Interested HUBZone small business concerns
should indicate interest to the Contracting Officer, in writing, as
early as possible, but not later than 15 calendar days of this notice.
As a minimum, the following information is required: (a) a copy of the
certificate issued by the Small Business Administration of your
qualifications as a HUBZone concern; (b) a positive statement of your
intention to bid on this contract as a prime contractor; (c) evidence
of experience in work similar in type and scope to include contract
numbers, project titles, dollar amounts, and points of contacts and
telephone numbers. All of the above must be submitted in sufficient
detail for a decision to be made on the availability of interested
HUBZone concerns. Failure to submit all information requested will
result in a contractor not being considered as an interested HUBZone
concern. A decision on whether this requirement will be pursued as a
HUBZone small business set-aside or as a 100 percent small business
set-aside will be posted on EPS within 5 calendar days after the 15
calendar days have expired. The following provisions apply to this
acquisition: FAR 52.212-1, Instruction to Offerors _ Commercial; FAR
52.212-2, Evaluation _ Commercial Items, the Government will award a
purchase order resulting from this combined synopsis/solicitation to
the responsible offer whose proposal, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered. The listed FAR clauses apply to
