The Naval Air Warfare Center, Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Rockwell Collins Inc. 400 Collins Road NE, Cedar Rapids, Iowa 52498-0001. Required delivery is 31 August 2001. The required item, VOR/I/ILS Test Set P/N 622-6926-002 is a Commercial-Off-The-Shelf (COTS) Non-Developmental-Item (NDI) used as an interface unit used with T-45 Test equipment to perform functional tests, isolating failures of the Receiver and VOR/ILS, at the Intermediate maintenance repair shop. This item has been custom designed by Rockwell Collins Inc to provide the interface between the Receiver, VOR/ILS and other measurement and stimulus devices such as Signal Generator NAV-750C. This combination of test equipment is required to provide a full functional test of the receiver, which is a component of the avionics system on the T-45 aircraft. This Test Set has specific connectors that allow the unit to be hooked up to the IFR unit, which allow the unit to interfacewith the VOL/ILS system of the T-45TS aircraft. The proposed acquisition is for an item for which the Government does not own specifications or drawings. The technical data and drawings for the Generator Signal are proprietary to Rockwell Collins Inc. NAWCADLKE intends to procure this item under the authority of 10 USC 2304 (C) (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
