The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to issue two Firm-Fixed Price contracts for a Man Overboard Indicator/Personnel Tracking and Monitoring System (MOBI/PTMS). The competition for the contract will be limited to Intelligent Ideation Incorporated and Time Domain Corporation. After development, each sailor would be equipped with one of the MOBI/PTMS. The monitor will be passive. If the sailor is in physical distress, an identifying and locating signal would be activated/emitted. The signal would then be picked up and relayed to a central shipboard location. At that point, rescue or assistance would be dispatched quickly. Such a safety device would save lives, minimize personal harm, and identify ship areas that are experiencing distress and/or damage. The objective of this process is to verify that the life support system provides acceptable levels of sailor safety throughout the specified operating range. Specific tasks consist of (a) Direct technology toward MOBI/PTMS solutions, (b) Develop and test a breadboard for the MOBI/PTMS personal monitor, (c) Develop and test a breadboard data-receiving unit that relays monitor information to a central station, (d) Provide prototype monitors, data receiving units, software and manuals, for Navy shipboard testing and evaluation. The intent is to provide maximum reasonable assurance that the sailor can be rescued/assisted without injury if there is an accident. Intelligent Ideation Inc. and Time Domain Corp are the only companies that have been qualified by cognizant authority to develop and provide the MOBI/PTMS system. Delivery is approximately 18 months.
