Wadsack, (210) 652-5121 ext. 3043 The 12th Contracting Squadron at
Randolph AFB, TX, intents to award a firm fixed-price Purchase Order
pursuant to the Federal Acquisition Regulation (FAR), to remove
existing and install a new 7-bay lubrication system for the
Transportation Squadron, Randolph AFB, TX. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented, with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a Request for Quotation (RFQ),
Solicitation No. F41619-00-T-0025. This synopsis/solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-17. Cited provisions and clauses can be
viewed at the following web site: http//farsite.hill.af.mil. This
acquisition is unrestricted. The contractor shall supply all personnel,
supervision, materials, and equipment necessary to perform and complete
the following requirement: 1. SPECIFICATION OF SERVICE: Scope: The
Contractor shall provide all personnel, equipment, tools, materials,
supervision and other items necessary to remove existing and install
new lubrication system in Bldg. 171, Randolph Air Force Base (AFB),
Texas, in accordance with this Statement of Work (SOW). The contractor
shall perform to the standards established in this SOW. 2. QUALITY
CONTROL: The contractor shall insure that all work performed meets the
requirements of the below Statement of Work. 3. PHYSICAL SECURITY: The
Contractor shall obtain vehicle passes for each vehicle used on
Randolph AFB during the execution of this contract. The necessary
applications for vehicle passes can be obtained through the Base
Contracting Office and must be signed by the Contracting Officer. To
obtain vehicle passes, please present to the C.O. a letter from the
employing agency verifying employment status. The completed
applications are then processed through Security Forces, Building 1027.
All vehicle passes shall be obtained prior to the start of this
contract. 4. HOURS OF OPERATION: The Contractor shall schedule the work
between the hours of 7:00 A.M. and 4:00 P.M. Monday through Friday. The
Contractor is not required to schedule work on Federal holidays. 5.
GOVERNMENT FURNISHED UTILITIES AND SERVICES. a. The Government shall
provide, without cost to the Contractor, the utilities necessary to
accomplish the tasks specified. The Contractor shall instruct employees
in utilities conservation practices and shall be responsible for
operating under conditions that prevent the waste of utilities. b. The
Government shall provide without cost to the Contractor, Security
Forces and Fire Protection. In the event that Security Forces or Fire
Protection is needed by the Contractor while on Randolph AFB, the
Contractor shall call the following numbers: Security Police 7-5700
Fire Department, 911. 6. CONTRACTOR FURNISHED EQUIPMENT, PARTS
MATERIALS, AND SERVICES: a. Except for the utilities or services
specifically stated to be Government furnished in paragraph 5, the
Contractor shall furnish everything required to perform the work
described in the SOW. b. All equipment, parts, materials, and services
supplied by the Contractor shall conform to applicable safety and
health standards as established in the Federal Regulations Title 29,
Chapter XVII, Paragraph. 1910, Occupational Safety and Health Act of
1988. 7. SPECIFIC TASKS. PRIOR TO REMOVING EXISTING LUBRICATION SYSTEM:
To reduce customer down-time, Contractor shall have lubricating unit
on-hand and ready to be installed, and will contact MSgt. Cox or TSgt
Griggs, at (210) 652-2928 and 652-4525 (respectively), to make removal
and installation arrangements. The Government will dispose of the
existing unit. 8. PERIOD OF PERFORMANCE: Removal and installation shall
not exceed 30 days from date of contract award. 9. CLEAN-UP: Upon
completion of the project, Contractor to return work site to safe and
orderly status for acceptance by the Contract Monitor. All debris will
be transported and disposed of at Contractor's expense. 10. POINTS OF
CONTACT AT WORK SITE: See Paragraph 7. 11. SITE VISIT: 15 Aug 00 at
0900 Central Time: Meet at Bldg. 224, Room 107. Approach the Main Gate
(Harmon Drive) and go to the Visitor_s Center, the attendant will
phone 12 CONS 652-5141 ext. 3052 and ask for Susan Bergeron or 652-5121
ext. 3043 and ask for Kirk Wadsack. 12. IAW FAR 52.237.1, Site Visit,
offerors are urged and expected to inspect the site where installation
is to be performed and to satisfy themselves regarding all general and
local conditions that may affect the cost of contract performance, to
the extent that the information is reasonably obtainable. In no event
shall failure to inspect the site constitute grounds for a claim after
contract award. EVALUATION: Offerors are required to submit commercial
literature describing their products and how they plan to meet the
requirements of this solicitation. Award will be made to the
responsible offeror whose offer is considered to be most advantageous
to the Government, considering technical acceptability, past
performance, and price. Offerors are required to submit at least three
references for evaluation of past performance of same or similar
services or items. Offerors must include catalog price lists, delivery
schedules and completed copies of provisions at FAR 52.212-3, Offeror
Representation and Certifications, Commercial Items. The provisions of
FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. The clauses FAR 52.212-4 and FAR 52.212-5, applies to this

Qualifying Country Sources as Subcontractors. Standard Commercial
warranty is required. Quotes must be sent to the contract administrator
listed above not later than close of business (1630 Central Time) 25
Aug 00 and should reference the solicitation listed. Award will be made
on or about 15 Sep 00. THE GOVERNMENT PREFERS TO ACQUIRE THIS SYSTEM
THROUGH AN ORDER AGAINST AN EXISTING GSA CONTRACT. OFFERORS WHO CAN
PROVIDETHE ENTIRE SYSTEM, INCLUDING ITS INSTALLATION, UNDER A GSA
CONTRACT, SHOULD CONTACT KIRK WADSACK IMMEDIATELY AT 210-652-5121
x3043. Statement of Work For Lubrication System The contractor shall
remove the existing lubrication system for disposal through DRMO. The
contractor shall provide and install a premium quality lubrication
system, complete and fully functional, to include all major components
and minor parts, fittings, connectors, etc. The new lubrication system
shall consist of a series of 4 bulk storage tanks will be located on
the east end of building 171 for bulk dispensing of 10w-30, 15w-40,
automatic transmission fluid and, antifreeze. In addition, a
Government-owned 55-gallon grease container will be located in the same
area, and the contractor shall configure the system so it includes
grease dispensing. Products will be dispensed to seven locations on
east and west ends of building. The installed system shall be
comprised, to the maximum extent practicable, of components and parts
from a singlemanufacturer (e.g., Balcrank or Graco, etc.), in order to
achieve continuity, connectivity, and consistency among components and
warranties. The _Brand Name or Equal_ part Numbers are for reference.
If you offer an _equal_, you must submit descriptive literature in
accordance with FAR 52.211-6. The following equipment is required as a
minimum. STORAGE TANKS: (4) stationary double walled UL- 275 gallon
tanks w/mounting threads for pumps (Balcrank) NS6074; (4) scully tank
gauges (Balcrank) 1547279; (4) tank filler caps (Balcrank) 1490076; (4)
tank vents (Balcrank) NS6074. PRODUCT PUMPS (ALL PUMPS MUST OPERATE
BETWEEN 30-120 PSI): (3) 5:1 ratio double ball, double action oil pump
mounted on 275 gallon bulk tank (Graco) 225-863; (1) double diaphram
antifreeze pump, mounted on 275 gallon bulk tank (Graco) 241-906; (4)
Suction Tubes (Balcrank) 1350482; (1) Complete 55 gallon grease
dispensing kit to include 50:1 ratio double diaphragm pump, cover,
follower plate, 1/2" a 3 ft air hose with quick coupler and nipple
(Balcrank) 7210-002; (5) Over run prevention valves (Graco) 203-688.
AIR SUPPLIES: Existing air compressor will be utilized for air source;
(5) Filter, regulator, lubricator combination unit (Graco) 110-149;
(5) Main line shut-off valves with pressure relief (Graco) 110-225;
(35) Reel shut-off valves (Graco) 108-458. REELS: (21) Heavy duty
retractable hose reels w/ 50 foot 1/2" hose for oil (Graco 500 series)
224-058; (7) heavy duty retractable hose reels w/60 foot 3/8" hose for
antifreeze (Graco 500 series) 224-354; (7) Heavy duty grease reels w/
50 foot hose 1/4"for grease ( Graco 500 series) 224-055. PIPING (LENGTH
WILL BE DETERMINED DURING SITE VISIT): Grease: Able to withstand 7500
lbs over 300 feet for grease; Oil, ATF, and antifreeze: Able to
withstand 750 lbs over 300 feet; Swivels, connectors, reducers,
ferrules, reel dispensers and other components for complete installed
system. FLUID DISPENSERS: (21) Electronic metered control handles
w/preset and flexible extension (Graco) 238-501; (7)
Non-metereddispense valves (Hose Bibs) (Graco) 180-537; (7) Heavy duty
grease handles with z-swivel (Balcrank) 3310-009. BRACKETS: (7) metal
brackets to mount five additional reels at each station. MINIMUM
WARRANTY: 1 year: Transportation, part and labor for entire system; 2
year: Fluid dispensers against manufacture defect; 5 year: Pumps and
reels against manufacture defects. OTHER: The contractor shall make any
minor modifications to the building which may be required to install
