constitutes a Market Research/Sources Sought Synopsis. This Request for
Information (RFI) is issued for the purpose of identifying potential
sources with the capability to accomplish the efforts of the Training
Systems Acquisition Two (TSAT) as described below. The Training Systems
Product Group (TSPG) at Aeronautical Systems Center (ASC),
Wright-Patterson AFB and Ogden Air Logistics Center (OO-ALC), Hill AFB
is planning to competitively award multiple Indefinite
Delivery/Indefinite Quantity (ID/IQ) contracts for the Training Systems
Acquisition Two (TSAT) program. The objective of this acquisition is to
provide follow-on contracts to the Training Systems Acquisition (TSA)
effort that will significantly shorten acquisition lead-time required
to meet USAF, Foreign Military Sales (FMS), AF Reserve and Air National
Guard training requirements. The TSAT contracts scope is expected to
provide design, development, installation, test, production,
sustainment and disposition of complex aircrew, maintenance, and system
specific training systems, including training devices, courseware,
software, hardware, visual/sensor systems and databases, and contractor
logistics support (CLS). Additional information is posted in the Draft
Functional Requirements Document (FRD). At this time, the FRD is for
information only (no comments requested). You can access this document
by scrolling down to the bottom of this page and click on the link in
the TSAT Library. It is anticipated that this effort will result in
multiple ID/IQ contracts with a ten-year ordering/performance period.
The proposed awards will contain multiple pricing arrangement line
items such as firm fixed price (FFP), time and materials (T&M), cost
plus fixed fee (CPFF), and cost plus award fee (CPAF). A portion of
this effort is intended for small business concerns with approximately
three awards anticipated for small business set aside and
approximately five awards under full and open competition. The Standard
Industrial Classification (SIC) code 3728 applies with a size limit of
less than 1000 employees including the offerors and its affiliates. It
is anticipated that an Industry Day will be held on or about 7 Aug 00
at WPAFB. More details will be posted in the near future at this site.
Responses to this RFI should include the following: (1) Describe your
current and past experience in providing aerospace training systems
and support to include development, manufacture of aerospace training
devices, maintenance and development of software and hardware baselines
of training simulators; and, contractor logistics support to include
upgrades/modification to existing training systems; (2) Describe your
present technical capabilities; (3) Indicate whether you are a large or
small business in relation to SIC 3728. The RFI packages are due to Ms.
