The Internal Revenue Service is seeking sources for Commercial-Off-The Shelf (COTS) software package(s) that are capable of meeting the minimum capabilities stated below. It is not the intent of this announcement to locate a source of COTS product(s) that will replace the Core Financial System of the Internal Revenue Service. Interface with the existing core financial system and the existing automated requisition system is covered by the requirements set forth below. The COTS product(s) shall provide the capability to integrate strategic planning, budget formulation, plan development, budget execution and budget reporting functions of the Information System Organization in the Internal Revenue Service. The COTS product(s) shall integrate with a Microsoft SQL Server 7.0 database. The SQL database will contain data from spending plans in the form of a Budget Item Submission (BIS) and data from requisitions. The COTS product(s) must be able to accommodate multiple fiscal years concurrently. The COTS product(s) shall provide management views (including graphs) and reports that show the amounts budgeted, the amounts committed, obligated, and expended, and the amounts remaining by various sub-organizations within the Information System Organization. The COTS product(s) must also be able to present views and reports filtered or segmented by various business categories, various other codes, and by fiscal year or years. These organizations and codes are obtained from the Budget Item Submission and are contained in the SQL Database. The COTS product(s) shall also provide a management view that shows the amounts budgeted, the amounts committed, obligated, and expended by various accounting codes obtained from the requisitions. These data elements are also contained in the SQL Database. The COTS product(s) shall allow for batch input of BIS and requisition data. The COTS product(s) shall provide a capability to electronically create, accept, approve or modify Budget Item Submissions. The COTS product(s) shall provide a capability to electronically review and modify or accept requisition data. The COTS product(s) shall provide for the validation of input data by checking for specific values and drop-down menus with limited choices. The COTS product(s) shall provide access to users through web browser client software from existing desktop workstations and operate in a Windows NT LAN environment. The SQL Server Database will reside on a Windows NT file server. The COTS product(s) shall maintain a log of user activities which includes the user names (or other identifier) and the item(s) changed. The COTS product(s) shall provide the capability to audit logs of user activities. The COTS products shall allow for an overlapping hierarchy of user permission sets with a range of access levels ranging from view-only of some data to complete access to all data. The COTS product(s) shall support the use of data extraction for standard and unique reporting requirements (Ad-hoc reports, forms, queries, etc.). The COTS product(s) shall provide for the import and export of data to Excel and Word. The COTS product(s) shall provide exception-reporting capability. The COTS product(s) shall provide intuitive screens, online help files and definitions for users. The COTS product(s) shall provide a User Guide for users and complete system documentation for use by System Administrator(s). Only firms that currently have COTS product(s) possessing the above capabilities are invited to respond. Responses should include: 10 copies of literature that addresses the above capabilities and any other important technical aspects of the software such as the skills required by the users, administrators and programmers of the interface between the COTS product and the SQL Database; the maximum number of concurrent users; GSA Schedule Price information if any; existing customers, if any, in the Federal Government and points of contact in those agencies if known, and points of contact that are knowledgeable about the technical aspects of the software.
