procurement is contemplated with PerkinElmer Optoelectronics, P. O. Box
529, Bldg 63, Miamisburg, OH 45343-0529. PerkinElmer Optoelectronics
(PEO) is the only known qualified source to perform this effort.
Accelerated aging tests and analyses concerning long-term degradation
during dormant (10- to 20-year) storage are required to assess the
potential of detonator failure during the life cycle of the Multiple
Event Hard Target Fuze (MEHTF). PEO is uniquely capable of performing
this task through direct experience with the high-G shock hardened
version of the commercial Blue Chip _ slapper detonator developed under
contract F08630-99-C-0003. The Government intends to solicit and
negotiate with PEO sole source. However, all responsible sources may
submit a quotation which shall be considered by the agency. An
Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of a routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman
but rather to the Contracting Officer or Contract Specialist identified
