B -- The Army War College's Center for Strategic Leadership is soliciting Strategic Crisis Exercise (SCE) subject matter data development proposals. The SCE is to provide the AWC student an opportunity to integrate and apply knowledge acquired during the academic year using exercise, automation and simulation. Contractor Subject Matter Experts (SME) will develop written materials or populate data fields. Data development is required in the following areas: (1) US Forces Modernization, (2) Non-US Forces Modernization, (3) South China Sea Intelligence, (4) Theater Engagement Plans, (5) Joint Strategic Capabilities Plan, (6) National Security Strategy and National Military Strategy, (7) Coalition Instructions (8) Interagency Working Group Background Papers, (9) Staff Estimates (10) Economic Materials and (11) Cuba Intelligence. Some MS office software computer skills are required for delivery of the SCE materials developed; however, computer-programming skills are not needed. A site visit pre-proposal conference will be held on 17 August 2000, at 10:00 AM, in the CSL, 650 Wright Ave, Carlisle Barracks PA. Up to eleven awards shall be made on a best value basis. This procurement is unrestricted, SIC code 8742, Size Standard $5 million.
