once the solicitation has been released. Solicitation number (in

(888) 227-2423. This procurement will provide Engineering and
Technical Services Support to support joint service Navy and Air Force
HARM AGM-88 Defense Suppression Systems requirements. Tasking involves
hardware and software systems engineering, design engineering,
maintenance engineering and logistics engineering; and includes
technical support for data/configuration management requirements and
software development, programming and LAN support relative to HARM
(AGM-88) Weapon System Program. The award shall be based on "Best
Value". The Government will determine best overall value on the basis
of the following Evaluation Factors (in descending order of
importance): (1) Offeror Submission; (2) Offeror Capability (3) Price
or Estimated Cost and Fee. Under the Offeror Capability the offeror
will be evaluated on the following: (1) Personnel Resources (2)
Relevant Experience (3) Past Performance (4) Facilities (5)
Understanding of the Work (Oral Presentation). Oral presentation will
be determined by the Government, if necessary to further assess offeror
capability/understanding of the work. This contract will be a Cost Plus
Fixed Fee, IDIQ, Level of Effort type contract for one base year and
four option years. A total of 123,350 labor hours are estimated for the
base and option years. This is a 100% small business set-aside (See
Note 1). The FSC is R425,the SIC Code is 8711, and the size standard is
